As approved at the 10/5/15 meeting, the minutes of 9/21/15 follow:
The Riverside Borough Council met on Monday, September 21, 2015 in the Municipal Building, 301 Dewart Street, Riverside, PA. Meeting began at 7:03 pm by order of the President, John J. Novak. In attendance this evening were Vice President Peter Fleming, Council Members Carolyn Bausch, Caressa Compton, Barb Kriner and John Domanski. Others in attendance included Solicitor Joseph Michetti, Mayor Joe Oberdorf and Secretary Deborah Bausch. Absent this evening was Council Member Lori Steele. In the Audience this evening were Tiffany Shade and Susan Robishaw. Tiffany Shade spoke first regarding the property at 1 Brewery Hollow Road which she considered a boarding house. She inquired about rezoning the property. There are currently 10 employees of Penn Lyon residing there with multiple vehicles. Their parking has made it hazardous to travel Brewery Hollow Road. Solicitor Michetti stated it would be a costly undertaking to rezone the property. The owner of the property, Carriage Manor, should be sent a certified letter stating the problems at the property. The police will do additional patrols; vehicles blocking the roadway can be cited. Susan Robishaw then took the floor. She was disappointed to know an information gathering had taken place prior to the previous meeting regarding the Northumberland County Information Services Office. She was informed this was just an informational meeting to see what information they had for us. At the end of that gathering, it was suggested Mr Wendt contact Montour County since they had updated information on file there. Ms. Robishaw stated she had trouble navigating the Borough website and asked it if could be changed. Ms. Robishaw and Secretary Bausch had a conversation earlier in the day and she was able to show her where the minutes were posted on the website. The September 8, 2015 minutes were approved on a Motion by Barb Kriner and seconded by John Domanski. All voted in favor. The Financial Reports for July and August were approved on a Motion by Barb Kriner and seconded by Caressa Compton. All voted in favor. Pumping of a property at 2007 Sunny Lane was discussed. This property is being flipped and the homeowner was not able to be contacted when the area pumping was done. Contractor is asking for assistance with the pumping costs since it was previously not done. John Domanski made a motion to approve the payment of the pumping costs; seconded by Peter Fleming. All voted in favor. Police Policy Book was approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted in favor. At 7:25 pm, Regular Session of Council adjourned to an Executive Session on a Motion by Barb Kriner and seconded by Peter Fleming. Executive Session of Council adjourned on a Motion by John Domanski and Seconded by Caressa Compton at 8:30 pm. Regular session resumed with discussion regarding whether or not a permanent police position would be offered to a probationary status officer of the Riverside Police Department. After consideration of the reports of Chief Parkes, Officer Alexander and upon Council’s further investigation, a Motion was made by Carolyn Bausch and seconded by Peter Fleming to have Chief Parkes continue suspension with pay for Officer Alexander until September 25, 2015 and to direct Solicitor Michetti to prepare a written notice that a permanent position will not be offered to Officer Alexander and that her employment will be terminated effective September 25, 2015. All voted in favor. Council adjourned at approximately 8:50 pm on a Motion by Barb Kriner and seconded by Carolyn Bausch. Respectfully submitted: Deborah Bausch Secretary
