MEETING NOTICE
 
The Riverside Borough Planning Commission will hold a meeting on Wednesday, February 15, 2017 at 6:00 p.m. at the Borough Municipal Building, 301 Dewart Street, Riverside, PA. The purpose of the meeting will be to review and act upon the final subdivision plan submitted by Timothy Karr for the property at 912 Sunbury Road, Riverside, PA.

PENNSYLVANIA MASTER NATURALIST

The Montour Area Recreation Commission (MARC) is partnering with the PA Master Naturalist program to offer training this spring for citizen volunteers in natural resource education and conservation.  Jon Beam, MARC’s Assistant Director, will be providing a portion of the training.   Spring training at Montour Preserve will begin on April 4th and run through June 20th.  Finalized training schedule along with the application and information about training can be found on Pennsylvania Master Naturalist's website at www.pamasternaturalist.org under "Becoming a Master Naturalist".  For more information contact Michele Richards at Michele@pamasternaturalist.org or call 570 441-3364.   Application deadline is JANUARY 31, 2017!

As approved at the Jan 16, 2017 meeting, minutes of January 3, 2017 follow:
The first meeting of 2017 for the Riverside Borough Council was held on Tuesday, January 3, 2017 in the Municipal Building, 301 Dewart Street, Riverside.  Meeting was called to order by Council President John Novak at 7 pm with the following members present:  Vice President Peter Fleming, council members Carolyn Bausch, Beth Hancock, Barb Kriner and John Domanski, Mayor Joseph Oberdorf and Secretary Deborah Bausch.   Absent this evening was Council Member Caressa Compton.
There were no residents in the audience this evening.
 
Minutes of December 19, 2016 were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted in favor.
 
Police Chief Kerry Parkes gave his report for December.  He was questioned about fireworks on New Years’ Eve and stated there were no complaints filed.  Report was approved on a Motion by Barb Kriner and seconded by Peter Fleming.  All approved.
 
Barb Kriner presented the Southside Fire Company report.  Tree sales have ended and they did well with them; profit of about $2500.00 even though there were some trees left unsold.   On a Motion by John Domanski and seconded by Beth Hancock, report was approved with all voting in favor.
 
Mayor Oberdorf reported the computers in the cars are up and running okay.  Mayor’s report approved on a Motion by Carolyn Bausch and seconded by Barb Kriner.  All voted in favor.
 
Discussion was held on the Per Capita tax imposed for the first time this year.   There are still some outstanding unpaid accounts - approximately 259 residents unpaid.  On a Motion by John Domanski and seconded by Carolyn Bausch, it was approved to allow a 30 day grace period with advertisement to go in two newspapers.  All voted in favor.
 
The kiosk at the river bridge was put on the table for review.  This kiosk was a scout project for Nate Adler; it held a copy of the river bridge opening.  The map is now faded and unreadable.  A call will be made to see what the Adler’s plan on doing with the kiosk.  If not going to be used perhaps it can be relocated to the airport walking trail.
 
The tree cutting at the airport was discussed.  This is an ongoing project. 
 
At 7:18 pm, Barb Kriner made a Motion to adjourn regular council session to an Executive Session for a personnel matter.  Peter Fleming seconded the motion; council adjourned when all voted in favor.
 
Carolyn Bausch made a Motion to return to regular session from the Executive session at 7:28 pm; Barb Kriner seconded the motion.  Regular council resumed as all voted in favor.
 
At approximately 7:30 pm, John Domanski made a motion to adjourn the evening’s council meeting; seconded by Carolyn Bausch.   Council adjourned.

New District Office Open in Milton Borough Building

The new year is as good a time as any to implement new services that will be useful to you – the residents of the 108th District. My staff and I are continuously monitoring where constituent requests come in from across the district, and how we can best meet your needs.
With that, we have opened an additional district office, located in the Milton Borough Building, 2 Filbert St. This office is open on a part-time basis, Monday through Friday, from 8:30-11:30 a.m. The phone number is 570-742-6975. We are hosting an open house on Thursday, Feb. 2, from 4-6 p.m. If you live, work or will be traveling to the area, I invite you to stop in and check out the new office. The official ribbon cutting will begin at 5 p.m.
I am excited to bring constituent services closer to the northern part of the 108th District, and to be part of the Milton community. As a reminder, my district office in Sunbury is located at 106 Arch St., and the phone number there is 570-286-5885, or toll-free at 1-800-924-9060. That office is open Monday through Friday, from 8:30 a.m. to 4:30 p.m. You can follow me online at Facebook.com/RepCulver, as well.
One last timely reminder for residents: PennDOT will no longer issue license plate stickers when drivers renew their vehicle registrations. The sticker elimination is part of a $3 million-plus cost-saving initiative under Act 89 of 2013. Drivers are still required to maintain current vehicle registration, and must present a registration card to law enforcement when asked. A valid registration card is also still required when having a safety and or/emissions inspection completed. Feel free to call my office if you have questions about this, or any state-related issue.

MINUTES OF DECEMBER 19, 2016

As approved at the Jan 3, 2017 meeting, the minutes of December 19, 2016 follow:
The final meeting of 2016 for the Riverside Borough Council was held on Monday, December 19, 2016 in the Municipal Building, 301 Dewart Street, Riverside, PA.  Meeting was called to order promptly at 7:00 pm by President John J. Novak.   Present this evening were Vice President Peter Fleming and Council Members Carolyn Bausch, Caressa Compton, Beth Hancock, Barb Kriner and John Domanski.  Secretary Deborah Bausch was also present.  Absent this evening was Mayor Joseph Oberdorf.
 
In the audience this evening were Ethan Benjamin, 905 Sunbury Road and Oliver Kelly, 801 Mill Street.
Ethan Benjamin was here to observe as part of a school project.  Oliver Kelly was here to observe the proceedings.
 
The minutes of December 5, 2016 were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch.  All voted in favor.
Financial Reports for November 2016 were approved on a Motion by Barb Kriner and seconded by Caressa Compton.  All voted in favor.
 
The Street Department report was read by John Novak highlighting the tasks completed this month by the Street Department.  Report approved on a Motion by John Domanski and seconded by Barb Kriner.
All voted for.
 
Barb Kriner then updated Council on the Code Enforcement properties.  Another citation has been issued to Mr. Cook for his property on Avenue F.    Nothing has been received from Mr. David Decoteau on how he is proceeding with his property.  Agreement is ready to be settled for the Bostian property; there is no update on the Oberdorf property.   Code Enforcement Report was approved on a Motion by Caressa Compton and seconded by Peter Fleming.  All voted in favor.
 
President Novak asked Peter Fleming to explain the MS-4 since Mr. Benjamin was here as part of an environmental services class.  Peter gave the background of the program and what our Borough is doing to be in compliance with this mandated program.
 
Barb Kriner then presented the South Side Fire Company Report.  Tree sales are over with approximately 50-60 trees left.  She estimates a profit from this sale of about $3,000.00.  Report approved on a Motion by Caressa Compton and seconded by Barb Kriner.
 
Tax Millage ordinance was put on the table.  President Novak explained the increase is to help fund repair of Borough Streets which are in need of attention.  Ordinance was passed on a Motion by
John Domanski and seconded by Carolyn Bausch.  All voted in favor.
 
Final business of the evening was a Merry Christmas greeting initiated by Carolyn Bausch. 
 
Last Meeting of 2016 adjourned at 7:30 pm on a Motion by Barb Kriner and seconded by Beth Hancock.
All voted in favor and meeting was promptly adjourned.
