Minutes of January 16, 2017

As approved at the Feb 6, 2017 meeting, minutes of January 16, 2017 follow.
The Riverside Borough Council met on Monday, January 16, 2017 in the Municipal Building, 301 Dewart Street, Riverside.  President John J Novak called the meeting to order promptly at 7:00 pm.  In attendance this evening were council members Carolyn Bausch, Caressa Compton, Beth Hancock and John Domanski.  Secretary Deborah Bausch was present.  Absent this evening were Council Vice President Peter Fleming, Council Member Barb Kriner and Mayor Joseph Oberdorf.

There were no citizens to be heard in the audience this evening.

Minutes of January 3, 2017 were approved on a Motion by John Domanski; seconded by Carolyn Bausch.  All voted in favor.

December 2016 Financial Reports were approved on a Motion by Caressa Compton; seconded by Beth Hancock.  All voted in favor.  These reports were the last to be done on the old system.  The next reports will be generated from the Gemini Software System.

Brian Anderson then presented his Zoning Report for December 2016.  He has taken the certification test but needs 2 other books to retake the test.  Books will be ordered and paid for by the Borough and will be retained for future references.  Brian has been working with Dean Von Blohn, Danville, and has completed two home sewer line inspections.  Brian has filed some Code Enforcement Citations against Mr. Donald Cook; however he needs to get an AOPC number before the citations can be processed by the court.
Report was approved on a Motion by John Domanski; seconded by Carolyn Bausch.  All voted for.

Dan Gable then presented the Street Department Report.  Pump stations have had some issues; West End needed a pump replaced and Sabra Way had a heater unit that needs replaced.   The guys have been working in the garage installing some framework and walls to add shelving, etc to organize tools in a more orderly fashion.  The lawn tractor has been taken to Berwick for repair.   Dan stated our new employee, Chris Henrie, is doing a great job for the Borough.   Report was approved on a Motion by Caressa Compton and seconded by Beth Hancock.  All voted in favor.

John Domanski then inquired if the ad had been placed regarding delinquent Per Capita tax.  After speaking with our tax collector, it was found we could not accept any late payments.  A contract had been entered with Statewide Collection agency and approximately 238 late bills will be sent for collection.

President John Novak updated council on a recent meeting regarding 911 and readdressing of properties.  Most homes do not have reflective address numbers on their property; some have it on their homes which may be back off the roadway and not seen by emergency responders.  With the merger of the Montour and Columbia County 911 Center, addresses will need to be in sync with the system for emergency responses.  Southside Fire Company does sell reflective house number signs and residents can contact the fire company to purchase one for their property.   With this upgrade of the 911 Center, next year our Police will need updated radios which will be handled in the 2018 budget.

At approximately 7:34 pm, Caressa Compton made a Motion to Adjourn regular council to an Executive Session; seconded by Carolyn Bausch.  All voted in favor and council moved to an Executive Session.

At approximately 7:37 pm on a Motion by Caressa Compton and seconded by Beth Hancock, the Executive Session adjourned and Council returned to a regular council session.

At approximately 7:38 pm, John Domanski made a Motion to Adjourn the Council Session for the evening.  Seconded by Caressa Compton.  Council Adjourned.

Respectfully Submitted:
Deborah Bausch
Secretary
