September 3 Minutes

As approved by Borough Council on Oct 7, the minutes from the September 3 meeting follow:
RIVERSIDE BOROUGH COUNCIL

The Riverside Borough Council met on Tuesday, September 3, 2013 in the Municipal Building, 301 Dewart Street, Riverside. Meeting was called to order at 7 pm by President Peter T Fleming.  In attendance this evening were Vice President John Novak and Council Members John LaMotte and Barb Kriner, Mayor Dale Erb, Solicitor Joseph Michetti Jr and Secretary Deborah Bausch.
Absent this evening were council members Bob Betts, Mike Maize and Lori Steele.

 Citizen present was Caressa Compton.

Due to the absence of Brian Anderson, Zoning Officer, the Zoning Report was read by President Peter Fleming.  Report was approved on a Motion by John LaMotte and Seconded by Barb Kriner.

Police Chief Isaac Ramer then presented the police report. He stated phone scams are being received in the borough and explained how
citizens are being taken advantage of.  Internet sales seem to be a big part of the phone scam problem; citizens are warned to take heed of these
situations when purchasing items on the internet.
Chief Ramer then responded regarding meth labs in the area.  Meth making has a definite odor and another sign is gallon jugs sitting around a property.  Renters in the borough was discussed; we do not currently have a renter’s ordinance but may be something to address in the future.  Report was approved on a Motion by John Novak and Seconded by Barb Kriner.

Dan Gable, Street Department Superintendent, then gave his report of work being done by the
street department.  Brewery Hollow Road has been graded.  Dan also presented a photo of the head wall installed on Boyce Road which is a big help for water draining in that area.  Dan spoke about the pumps for Riverhill Pump Station; he has met with a vendor and is awaiting a reply from him for alternative pumps. Chief Ramer stated his department had given the street department some
streets were stop signs were not visible and Dan stated they have been busy trimming around those sign.  On a Motion by John LaMotte and Seconded by Barb Kriner, Dan’s report was approved.

The Southside Fire Company reports were given by Barb Kriner.  July report was not available at a
previous meeting so it was read first. The August report followed for review of fire company activities.  Reports for July and August were approved on a Motion by John LaMotte and Seconded by John Novak.

Mayor Dale Erb then presented the Mayor’s Report.  He stated the lane lines are painted on the bridge but no hash marks.  No response has been received to his letter sent requesting lines be
painted to alert drivers not to use the lane until the appropriate time to exit to the Danville lane. It was
suggested that Mahoning Township be contacted to ask their input also since bridge is actually part of their territory.  Report was approved on a Motion by Barb Kriner and Seconded by John LaMotte.

The Code Enforcement Officer report submitted by Jackie Hart, Code Enforcement Officer, was read by President Peter Fleming.  Blighted properties were discussed.  Report was approved on a Motion by John LaMotte and Seconded by Barb Kriner.

New Business included setting the date for Trick or Treat for Halloween.   Thursday, October 31, 2013 is the date for Trick or Treating in the Borough of
Riverside from the hours of 6:00 pm until 9:00 pm.  This will coincide with our neighboring communities and was approved on a Motion by John LaMotte and Seconded by Barb Kriner.

There was no Old Business for discussion.

The meeting minutes from the August 19, 2013 meeting were reviewed.  Approval was done on a
Motion by John Novak and Seconded by Barb
Kriner.

Solicitor Michetti had no major issues to discuss.
Contract for Sewer Consultant was discussed.
Report was approved on a Motion by John LaMotte and Seconded by John Novak.

On a Motion by John LaMotte and Seconded by Barb Kriner,  the Council Meeting was adjourned promptly at 7:36 pm.

Next meeting will be a work session to be held on Monday, September 16, 2013 at 7:00 pm.

Respectfully Submitted:

Deborah
K Bausch
