Minutes of November 7, 2016

As approved at the meeting of 11/21/16:
The Riverside Borough Council met on Monday, November 7, 2016 in the Municipal Building, 301 Dewart Street, Riverside, PA.  The meeting was called to order promptly     at 7:00 pm by President John J. Novak.  In attendance this evening were Vice President Peter T. Fleming, Council members Barb Kriner, Beth Hancock, Caressa Compton, Carolyn Bausch, John Domanski, Mayor Joseph Oberdorf, Solicitor Joseph Michetti and Secretary Deborah Bausch. 
 
In the audience this evening was David Decoteau who spoke about his Cyclocross Race.  The race was to be held on November 6 but was changed to November 13.  He stated he didn’t need anything from the Borough.  When asked about his property, he stated the property is in the flood zone and FEMA would have to give clearance for his plans to continue.  He stated he will be back to Council within two months with his Plan B options. 
 
The Minutes of October 17, 2016 were approved on a Motion by Caressa Compton and seconded by Barb Kriner.  All voted in favor.
 
Financial Reports for September were approved on a Motion by Barb Kriner and seconded by Peter Fleming.  All voted in favor.
 
Brian Anderson, Zoning Officer, then gave his October Zoning Report.  He stated he appreciated Dave Decoteau coming in and addressing council regarding his property.  Brian stated he will be taking the Certification Test in the near future.  Brian stated he will be speaking with our attorney regarding another property in the borough.  Report approved on a Motion by John Domanski and seconded by Carolyn Bausch.  All voted for.
 
Chief Kerry Parkes then presented the October Police Department report.  Officer Kevin Romansik is sponsoring a mustache team for Movember - a fundraiser for Men’s Health Research.  Donations can be given to Kevin or placed via Facebook.     Both Officer Romansik and Officer Harvey have attended training classes.  Report was approved on a Motion by Caressa Compton and seconded by Beth Hancock.
All voted in favor.
 
Barb Kriner then presented the Southside Fire Company Report.  She reported Christmas tree sales will begin on Black Friday at the fire company grounds.  Report approved on a Motion by John Domanski and seconded by Carolyn Bausch.  All voted for.
 
Mayor Joseph Oberdorf stated he did not have anything to report.  On a Motion by Carolyn Bausch and seconded by Beth Hancock, the Mayor’s non report was approved.  All voted in favor.
 
Solicitor Joseph Michetti stated his report would be handled in Executive Session.  Discussion followed about repetitive phone calls to the Borough Office.  A policy would need to be put in place concerning how these calls are handled.  Contact will be made with PSAB for clarification.  Motion was made by John Domanski and seconded by Barb Kriner to have Solicitor send a letter to offenders as needed until a policy is enacted.  All voted in favor.
 
A new office software program was discussed.  Gemini Software is able to provide better monthly reporting.  A quote was presented to Council for consideration.
 A request was made to have the company make a presentation to council before purchase.  Secretary Bausch will contact their representative, Scott Fadzen.
 
Another quote was presented; this one by Diversified Technology, the company that handles our sewer billings.  Options for credit cards and phone payments was looked at; costs are variable depending on options selected.  Phone credit card reader was also discussed.   Currently, residents can sign up for automatic withdraw from a checking/savings account for payment of sewer bills.   It was decided to not proceed with adding any other options at this time.
 
Motion made at 7:41 pm by Barb Kriner to adjourn to an Executive Session; seconded by Carolyn Bausch.  All voted in favor and Council adjourned the Regular Session.
 
8:05 pm a Motion was made by Carolyn Bausch to adjourn the Executive Session of Council and return to Regular Session; seconded by Caressa Compton.  All voted in favor and Regular Council Session resumed.
 
The proposed 2017 Budget was reviewed and accepted for publication.  Budget to be adopted at the December 5, 2016 meeting.
 
A Motion to Adjourn the Riverside Borough Council was made at 8:10 pm by John Domanski, seconded by Beth Hancock.  All voted for.  Council adjourned.

The Riverside Borough Council met on Monday, October 17, 2016 in the Municipal Building, 301 Dewart Street, Riverside, PA.  Meeting was called to order promptly at 7:00 pm by President John J Novak.  In attendance this evening were Vice President Peter Fleming, Council Members Caressa Compton, John Domanski, Beth Hancock, and Barb Kriner, Solicitor Joseph Michetti and Secretary Deborah Bausch.
Absent this evening were Council Member Carolyn Bausch and Mayor Joseph Oberdorf. 
 
Minutes of September 19, 2016 were approved on a Motion by Barb Kriner and seconded by John Domanski.  All voted in favor.
 
Financial reports for August 2016 were approved on a Motion by Barb Kriner and seconded by Caressa Compton.  All voted in favor.
 
Zoning Officer Brian Anderson was not present this evening.  Discussion followed with Barb Kriner regarding the blighted property issues.  She stated Brian has read the handbook and is going to take the test even though it is not required.  Updated plans from Dave Decoteau are under review in the Scranton BIU office and seem to be moving forward in a positive manner.  A race flyer was left on the office desk; however no paperwork accompanied it requesting the race be allowed in the Borough.  A letter will be sent to Mr. Decoteau to submit the request and insurance information.  Since council will not meet again prior to the first scheduled race (November 6, 2016) a Motion was made to conditionally approve the race based on receiving the proper request, insurance information and notification to the neighbors of this pending race; seconded by Caressa Compton; all voted for.
 
There were no citizens present when the meeting was called to order.   Mrs. Christel Vanderlick joined the meeting shortly after starting.  She spoke of damage to a building on her property.  Attorney Michetti advised her the Borough had no authority to compel a company to provide her with insurance information and she should consult an attorney or the District Magistrate office.   She stated she had done that and was advised to continue on that path with her issue as the borough has no involvement.
 
Police Chief Officer Parkes then gave the Police Report for September.    He stated the office is now live with TRACS and pending approval from AOPC should be happening soon.  Report was approved on a Motion by Caressa Compton and seconded by Barb Kriner.  All voted in favor.
 
Barb Kriner then presented the Southside Report.  It was a very light month with only one incident reported.  She stated they are getting ready for Christmas tree sales.  Report approved on a Motion by Caressa Compton and seconded by Beth Hancock.  All voted in favor.
 
Street Superintendent Dan Gable then gave the street department report.  He gave an update on the condition of the borough equipment and recent repairs.  Discussion was held on weed whackers which are badly needed by his department to handle the alleyways and other areas.  He had presented three quotes - Twin Ponds Engine Service, Zeisloft Farm Equipment and W F Welliver and Sons - with prices ranging up to $1200.00.  John Domanski suggested he check with Bloom Engines on Mile Post Road before making any purchase.  On a Motion by Caresssa Compton and seconded by Peter Fleming, approval was given for Dan to purchase 2 weed whackers at a cost not to exceed $1100.00.  All voted for.  President John Novak brought up the confined space equipment and Dan will get some prices for that equipment and gear.  Safety is our number one priority; Dan has had some confined space training.  Quote has been received for a gas furnace in the garage now that the insulation has been completed.  This will be put on budget for next year.   Street Department Report was approved on a Motion by Caressa Compton and seconded by Barb Kriner.  All voted in favor.
 
Budget reporting software was put on the table.  Barb Kriner had previously discussed having reporting in a different format that was more in depth of where we were with budget items.  We had previously looked at this but it seemed rather costly at the time.  Contact will be made with Shannon Berkey in Danville to see what program they are using.
 
Solicitor Michetti then reviewed the Ordinance for Illegal Storm/Surface/Ground Water Connections to the sanitary system.  Inspection of homes will be required from the seller including video taping of lateral lines.  Fines for non-compliance would range from $100.00 to $300.00.    Motion to Adopt the Ordinance was made by Barb Kriner and seconded by John Domanski; all voted in favor.  Motion was also made to appoint the Zoning Officer as the inspection enforcement officer for this ordinance.  Motion made by Barb Kriner and seconded by John Domanski; all voted for.  Resolution was entered by Motion of Barb Kriner and seconded by John Domanski to assess penalty costs for not complying with the Ordinance.  All voted in favor.   The Solicitor’s report was approved on a Motion by Barb Kriner and seconded by Beth Hancock.  All voted in favor.
 
Trick or Treat in the borough was formally approved on a Motion by Barb Kriner and seconded by Caressa Compton.  Hours will be 6 pm - 9 pm in the Borough.  All voted for.
 
Vice President Peter Fleming then led a discussion on the MS-4.  Larson Design Group had previously held a presentation in the office to discuss what that firm could do to help get the borough in compliance with the MS-4 requirements.  A contract with LDG was approved on a Motion by John Domanski and seconded by Barb Kriner in the total amount of $11,500.00.  All voted for.
 
At 8:15 pm, Barb Kriner made a Motion to adjourn the Regular Council Session to an Executive Session; seconded by Peter Fleming.  
 
Council returned from Executive Session at 8:40 pm on a Motion by Barb Kriner and seconded by Peter Fleming.
 
A Motion was made by John Domanski at 8:42 pm to adjourn the Council meeting.  Meeting adjourned.
