Below are the approved minutes of the August 5, 2013 meeting.
The Riverside Borough Council met on Monday, August 5, 2013 in the Municipal Building, 301 Dewart Street. President Peter Fleming called the meeting to order at 7:00 pm. Members present this evening included Vice President John Novak, Council Members Barb Kriner, John LaMotte, and Mike Maize. Solicitor Joseph Michetti, Mayor Dale Erb and Secretary Deborah Bausch were also present. Absent this evening were council members Lori Steele and Bob Betts. Lori Steele joined the meeting at 7:15 pm. Joseph Oberdorf was the only citizen present for this evening’s meeting. He requested the minutes be posted for public viewing. Minutes, when approved, will be posted in kiosk outside the office as well as on our webpage. Brian Anderson then presented the Zoning Report for the month of July. Report was corrected to reflect the number of permits issued to be 4. Two homeowners were contacted regarding pool permits and those permits were obtained. One resident has requested assistance with permit fees to move their trailer to Kipps Run Trailer Park due to closing of Shady Oaks Trailer Park in Danville. Council had previously agreed to loan residents the necessary funds to obtain permits with the requirement the loan advance would be fully paid back within a year’s time. Report was approved on a Motion by Barb Kriner and seconded by John LaMotte. Police Chief Isaac Ramer presented the police report for July. Phone scams are happening in the area but we have not had a rash of them in the borough. Barb Kriner mentioned a new scam that is happening, Secret Shoppers, and citizens should be alerted to this scam. Ike printed out a new format report using their updated software and council agreed it was easier to follow and requested it be used in the future for meetings. Report was approved on a Motion by Mike Maize and seconded by Lori Steele. There was no Southside Fire Company report available this evening. Mayor Erb then presented the Mayor’s report. He spoke on the audit report for the earned income tax and new software for citizens and businesses to use online services. Report was approved by a Motion made by John LaMotte and seconded by John Novak. Code Enforcement Contract was then discussed. Blighted properties are still foremost on the items to be handled. Contract would be for another year; current contract expired on July 31, 2013. Cost remains the same at $3500.00 covering 50 hours of service. Motion to accept contract was made by Mike Maize and seconded by John Novak. Annual Resolution for Police Pension Plan was adopted by Motion of John LaMotte and seconded by Lori Steele. Resolution No 13-08-05 has been property executed. Minutes from July 15, 2013 meeting were reviewed. Employee handbook has been distributed to non uniformed employees. Minutes were approved on a Motion by Lori Steele and seconded by John Novak. Solicitor Michetti had no agenda items; however, discussion was held regarding the judgement against Jacqui Andress. Motion was made by John LaMotte and seconded by John Novak to proceed with executing the judgement due to default of payments by Ms Andress. Sewer pumping contract was reviewed and will be issued to Chip Adams Sewer and Drain Cleaning. At 7:40 pm the Regular session of Council was adjourned to an Executive Session on a Motion by Mike Maize and seconded by John Novak. The Executive Session was adjourned and the Regular Session of Council resumed at 8:30 pm on a Motion by Lori Steele and seconded by John Novak. With no further business to discuss, the Riverside Borough Council adjourned their meeting. This was done on a Motion by Mike Maize and Seconded by John Novak at 8:32 pm.
