As approved at the 2/2/15 Meeting, the minutes of January 19, 2015 follow:
RIVERSIDE BOROUGH COUNCIL The Riverside Borough Council met on Monday, January 19, 2015 in the Riverside Municipal Building, 301 Dewart Street, Riverside, PA. The meeting was called to order promptly at 7:00 pm by President John Novak. Council Members in attendance were Barb Kriner, John LaMotte, John Domanski, and Lori Steele. Council Member Caressa Compton joined the meeting at 7:10 pm. Mayor Joseph Oberdorf and Secretary Deborah Bausch were also present this evening. Missing from this meeting was Vice President Peter Fleming. Robin Steimling and Jenny Wagner addressed the Council regarding the Young Lungs at Play Resolution for the Riverside park areas. They showed signs that would be posted at the recreational areas in the Borough indicating they are Smoke Free areas. Enforcement is voluntary compliance by the residents. Lori Steele made a Motion to go forward with the adoption of the Resolution; motion seconded by John Domanski and approved by all members. Sample Resolution will be received by the Secretary and sent to our solicitor for review. Megan Fitzpatrick and Emily Heath of Girl Scout Troop 60399 then took the floor to request input for a Girl Scout Silver Award Project. Megan’s mother, Laurie Fitzpatrick, was with the girls and stated she had thought about a bathroom for the park; however that would have been too big an undertaking. Silver Award requires 50 hours of community service. Secretary Bausch had suggested a new Welcome to Riverside brochure and Laurie Fitzpatrick stated her husband has computer expertise and an online version could be done. Council members shared several other thoughts and invited the girls to return on February 2nd and see what options the council members have come up with for them. They have one year to complete their project. Others in the audience this evening were Carolyn Bausch and Rebecca Steckley. Carolyn stated she was just there to observe. Rebecca Steckley then addressed Council in her request to take over as tax collector for the Borough Of Riverside due to Tom Summer’s resignation. She currently works for the Danville Area Earned Income Tax Office but will be retiring; she is a resident of the borough and wants to be tax collector for the long term. Motion was made by Lori Steele to appoint Rebecca Steckley as Tax Collector; Seconded by John LaMotte. John Domanski abstained from voting; he had not read the other letters of applicants as his computer is down. Motion passed and Beckie will be filling the position. Minutes of the January 5, 2015 meeting were reviewed and approved on a Motion by Caressa Compton; seconded by John LaMotte. All voted in favor. Appointment of Sewage Enforcement Officer James Sanders and Alternate Officer Kenneth Young were approved on a Motion by John LaMotte and seconded by Barb Kriner. SEO fees were previously approved at the meeting of December 8, 2014. Motion approved by all present. John Domanski then asked Council if the second meeting of the month was a necessity. Discussion followed on this topic. Secretary will contact Solicitor to see protocol to cancel a meeting if there is nothing on the agenda for that evening. John Domanski also inquired about reorganization but was told it happens on even numbered years; next one to be January 2016. The Danville Sewer Bill was reviewed for payment. Approval to pay the amount due was approved on a Motion by John LaMotte and seconded by Lori Steele. All voted in favor and Motion passed. At 7:45 pm, John LaMotte made a Motion to adjourn the Regular Council session and enter into an Executive Session. Motion seconded by Barb Kriner; Council adjourned. John Domanski made a Motion at 8:00 pm to adjourn the Executive Session and return to the Regular Council Meeting; Barb Kriner seconded the Motion. Council resumed the Regular Session. Mayor Joe Oberdorf provided information on the upcoming purchase of a new Police Car. Council will review for next council meeting on March 2nd. Car must be ordered by March 8th to get the listed prices. On a Motion by John Domanski, Council voted to make a one year Police Chief Contract for Kerry Parkes; Motion seconded by Caressa Compton. All approved the vote. Barb Kriner then gave some information to Council members about Southside Fire Company possibly being considered an Emergency Shelter. At this time, St Peter’s Church is the EMA noted Shelter. It will be approximately $20,000 to get the area prepared to be used as a Shelter. They are reaching out to Council for assistance. Caressa Compton suggested checking into possible grants that could offset the costs involved. Barb Kriner was asked to have the Fire Company put a proposal on paper to submit to Council. The Council meeting adjourned on a Motion by Lori Steele at 8:10 pm. John Domanski seconded the motion; Council Meeting was adjourned.
