RIVERSIDE BOROUGH COUNCIL
The Riverside Borough Council met on Monday, October 5, 2015 in the Municipal Building, 301 Dewart Street, Riverside, PA. The meeting was called to order promptly at 7:00 pm by Vice President Peter T. Fleming. In attendance this evening were Council Members Carolyn Bausch, Caressa Compton, Lori Steele and John Domanski. Solicitor Joseph Michetti, Mayor Joseph Oberdorf and Secretary Deborah Bausch. Council Member Barb Kriner joined the meeting at 7:05 pm. Absent this evening was Council President John J. Novak. In the audience this evening was Elizabeth Hancock who was here to observe the proceedings; she will be seeking a council seat in the November election as a write in vote. Minutes of the September 21, 2015 meeting were approved on a Motion by Lori Steele and seconded by Carolyn Bausch. All were in favor. Old Business began with John Domanski inquiring about the status of the address situation. After much discussion a Motion was made by Caressa Compton to form a committee to meet with the Danville Post office and address the issues; motion seconded by Lori Steele. Committee to be comprised of Peter Fleming, John Domanski and Caressa Compton. All voted in favor. Second item for new business was discussion on the firetruck and insurance for Southside Fire Company. Borough will be contributing the fire tax collected towards the purchase of a new truck; payment will be to bank or loan institution when Southside finds the truck they are wanting to purchase. Insurance invoices will be paid by the Borough also when submitted to our office for payment. Chief Kerry Parkes then presented the Police Report. The RPOA has purchased the rifle for the department as well as a supply of ammo. This was purchased with funds from the T shirt sale run by Officer Tim Kiefaber. Report was approved on a Motion by Caressa Compton and seconded by John Domanski. All voted for accepting the report as presented. In the absence of Zoning Officer Brian Anderson, his report was presented by Vice President Peter Fleming. It was approved on a Motion by Carolyn Bausch and seconded by Barb Kriner. All voted in favor. Barb Kriner presented the Southside Fire Company report. She stated they will soon be starting the Christmas tree sale. Question was raised as to the status of the house number plaque sale. She stated this was just approved at their meeting and would be forth coming. Report approved on a Motion by Caressa Compton and seconded by Barb Kriner. All voted in favor. Mayor Joseph Oberdorf spoke of our current Civil Service Rules and Regulations. Discussion was held to engage Council in candidate interviews before the hiring process was completed. It was decided not to intervene in this process. Chief and Mayor would be responsible for selecting candidates to send for approval to Civil Service Commission and ultimately the Borough Council. Report was approved on a Motion by Caressa Compton and seconded by Lori Steele. All voted in favor. Solicitor Joseph Michetti spoke next and started with the Brake Retarder Ordinance. Ordinance has been published as required and will be on the agenda for November 2, 2015 enactment. The Per Capita Tax discussion then followed. On a Motion by Lori Steele and seconded by Caressa Compton, the Per Capita tax of $10.00 will be advertised with enactment on November 2, 2015. Further discussion followed regarding the MS-4 and how it affects the Borough. Solicitor Michetti stated the Borough should be in contact with our engineer, Brad Newlin; this has been done and awaiting response from Brad. We will need a permit in the future. Solicitor Michetti has personnel issue to be disclosed at an Executive Session. Solicitor Report was approved on a Motion by Caressa Compton and seconded by Barb Kriner. All voted in favor. Halloween Trick or Treat in the Borough date and time announced. As approved on a Motion by Barb Kriner and seconded by Lori Steele, trick or treat will be held on Saturday, October 31, 2015 from the hours of 6 pm - 9 pm. Payment of the Eastern Industries Inc. bill was put on the table. Work has been completed and satisfactory with Dan Gable, Street Department and Barry Garverick, Penn Dot representative. Invoice will be paid from Liquid Fuels account funds. Payment approved by Motion of Caressa Compton and seconded by Lori Steele. All voted for. New business put on the table by John Domanski was an update on UGI and the gas line. He had no new information but Council was advised bore test holes have been done on Avenue D and more PA One calls had been received this date to do more testing further up Avenue D. John Domanski also inquired about the budget procedure. The budgets are in rough draft form and a meeting will be set in a week or so for council to meet and go over them. At 7:51 pm Council adjourned to an Executive Session on a Motion by Barb Kriner and seconded by Carolyn Bausch. The Executive Session ended at approximately 8:07 pm and Council returned to regular session on a Motion by Barb Kriner and seconded by Carolyn Bausch. Motion was made by Lori Steele and seconded by Barb Kriner to have Chief Parkes attend a training in Bloomsburg entitled Communicating with Tact and Diplomacy and Professionalism. Course will be held in November 2015. Meeting adjourned on a motion by John Domanski and seconded by Lori Steele at approximately 8:15 pm.
