The Riverside Borough Council met on Monday, October 19, 2015 in the Municipal Building, 301 Dewart Street, Riverside, PA. Meeting was called to order at 7:00 pm by President John Novak. Present at that time were Vice President Peter Fleming and council members Carolyn Bausch, Lori Steele and John Domanski. Mayor Joe Oberdorf and Secretary Deborah Bausch were present also. Shortly after beginning the meeting, council members Caressa Compton and Barb Kriner joined the table.
In the audience this evening were Denise and Chad Rice from 2004 Janice Drive. They spoke of the problems with a neighboring property which is making the sale of their home very difficult. The home is a mess and there is a generator running all the time; generator is covered with a tarp which could be a fire hazard. They discussed in length many issues at the property. President Novak stated Chief Parkes had been to the house this date and posted notices on the front and back doors of the property; notice gives them 5 days to clean up and be in compliance with Borough regulations. Contact will be made with Code Enforcement Officer Jackie Hart; this property had been investigated earlier this summer. The Rice family was thanked for attending and assured Council will follow up on this property. Minutes from the October 5, 2015 meeting were approved on a Motion by Carolyn Bausch and seconded by Barb Kriner. All voted for motion. Financial Reports for September 2015 were approved on a Motion by Lori Steele and seconded by Barb Kriner. All voted for. Old business included an update on the address situation at Kipps Run area. John Domanski made a visit to the post office to speak with them; he was part of a committee that was to visit the postmaster in Danville to discuss the issue. A lengthy discussion followed on options and the best way to proceed for our residents. Lori Steele made a motion to send a letter to the residents of the Kipps Run Road and Mobile Home Park residents stressing they use accurate addresses in the mail correspondence; seconded by Carolyn. Council has marked this matter closed. Letter will be drafted and approved by Solicitor before mailing. Dan Gable then presented the Street Department report. They had 8 PA 1 calls and have been busy preparing for the leaf season ahead. The light on the flag at the English Garden has been replaced. Bridge lights were also replaced and the Hidden Driveway Signs have been installed on Avenue G. Report was approved on a Motion by John Domanski and seconded by Lori Steele. All voted in favor. Barb Kriner then gave a synopsis of the Code Enforcement report. More citations are being issued to Mr. Cook for his properties. Jackie Hart has met with Randy Bloch regarding his demolition and status of his property behind the English Garden. The Boyer family is back in their home. No update on the former Nooning House; last known was a Work Stop Order and no progress since that time. President Novak questioned if there was a time limit on that order. Certified mail has been sent regarding the Bostian property across from the airport. The home on Avenue F has now been listed on the market for sale. Lori Steele made a motion to approve the report and it was seconded by Caressa Compton. All voted in favor. Reluctantly, the letter of resignation from Timothy Kiefaber was accepted on a Motion by Carolyn Bausch and seconded by John Domanski. Officer Kiefaber has joined the Watsontown force and will be greatly missed by the Riverside residents. Last agenda item for this evening was the Police Pension, Resolution 15-10-19. It was approved on a Motion by Barb Kriner and seconded by Peter Fleming. All voted for. Mayor Oberdorf noted that Chief Parkes will be attending a 2 day seminar in November as requested by Council.
