The Riverside Borough Council met on Monday, November 19, 2018 in the Municipal Building, 415 Dewart Street, Riverside, PA. The meeting was called to order at approximately 7:04 pm by President Carolyn M. Bausch. In attendance tonight in addition to the Council President, were Vice President Peter Fleming and Council Members Barb Kriner, Michael Leibel and Kevin Romansik. Absent this evening were Council Members Beth Rake and John Domanski as well as Mayor Joseph Oberdorf. There were no citizens present for tonight’s meeting. Karen Blackledge, Danville Newspaper was present. Minutes of November 5, 2018 meeting were reviewed and approved on a Motion by Barb Kriner and seconded by Michael Leibel. All voted for approval. Financial Reports for October were approved on a Motion by Peter Fleming and seconded by Michael Leibel. All voted for approval. Under New Business, Peter Fleming advised council of the leaf collection termination. Due to the weather and also an issue with the ground being too wet to drive our trucks on, the leaves will not be able to continue to be picked up by the street department machinery. Residents can bag their leaves and contact the Street Department to have them picked up. The next item addressed was a Letter of Resignation that Mayor Joseph Oberdorf dropped off and then left the building. A Motion was made by Peter Fleming to Accept the Resignation Letter effective November 19, 2018; seconded by Barb Kriner. All voted in favor. Michael Leibel then asked to discuss the traffic on Avenue D from Sunbury Road to the Southside Fire Company area. He stated cars and trucks are going too fast on that road with kids and elderly citizens residing there. Discussion was held and police department will be asked to monitor the area. The 2019 Budget was put on the table. On a Motion by Barb Kriner and Seconded by Kevin Romansik, the tentative budget was approved for release to the public for review. All voted in favor. Budget will be finalized at the December 3, 2018 meeting. Mainzer Hill Project was the next topic of discussion. A meeting had been held with Mike McCleary, Northumberland County Conservation District, Sudol Paving, Dan Gable and other borough officials in regards to the dirt and gravel project. The paving is done; however, residents drove on the surface and rutting has occurred. Sudol paving will fill in the ruts in order to get the project completed and closed. Two other areas of the roadway need addressed – ditches and berms. The important of these two improvements was explained and estimates from Sudol paving were presented to council for costs to finish the roadway. On a Motion by Barb Kriner and seconded by Peter Fleming, approval was granted to Sudol Paving to do both projects when the weather permits. All voted in favor. Barb Kriner then made a Motion to complete the 12 page insurance document to get pricing for insurance for SWAT team member participation and do comparative insurance shopping for the project one year out. Information will be gathered from Danville and Mahoning as to their insurance carrier for SWAT and projected costs incurred. Michael Leibel seconded the Motion and all voted for. Vice President Peter Fleming then stated he was speaking on behalf of Council in thanking Joe Oberdorf for his many years of service to the borough. In his position as borough manager, he did steer the borough through some very tenuous financial times and deserves our thanks for his efforts and integrity over those periods of time.
