Minutes from November 6, 2017 were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted for.
Budget Report for October 2017 was approved on a Motion by Barb Kriner and seconded by Caressa Compton. All voted in favor.
Dan Gable, Street Superintendent, then addressed Council with the Street Department Report. He said all new street signs are in place. A new spreader had to be purchased for the truck; parts to repair the old one would be as costly as getting a new unit. He reminded council the leaf collection pick up ends on November 22nd and this date will not change. After that date, residents would need to bag leaves and the street department will pick them up. The gas company is back working in the borough and currently are on Third Street. J K Kelly is the new contractor working with them. Dan said there are still several manholes to be added to the sewer project but there is an issue with getting the lids off to get information. They are investigating some options for removal of the lids; this project is about 90% completed. Street Department Report was approved on a Motion by Caressa Compton and seconded by Beth Rake. All voted in favor.
Discussion then turned to the Gambling Expansion Law legalized in PA and how it would impact the Borough of Riverside. On a Motion by Caressa Compton and seconded by Carolyn Bausch, Council voted to adopt a resolution prohibiting a Category 4 casino within the Borough limits. All voted in favor; resolution passed.
The 2018 Proposed Budget was approved on a Motion by Barb Kriner and seconded by Carolyn Bausch.
Budget will be available for Public Inspection until the December 4, 2017 meeting. All voted for.
A letter was received from Rebecca Steckley, the tax collector seeking a $5.00 increase in collection costs for duplicate tax bills. This would then be the same as collected by neighboring communities. On a Motion by Barb Kriner and Seconded by Beth Rake, approval was given to raise the fee for duplicate tax bills to $10.00. All voted in favor.
Upcoming meeting dates were the next item on the agenda. President Novak asked Council if they felt a second meeting was necessary in December since it would fall close to the Christmas Holiday and many people would be out of town or unavailable. Consensus was that the second meeting should be cancelled. On a Motion by Carolyn Bausch and seconded by Barb Kriner, the Riverside Borough Council meeting for December 18, 2017 has been cancelled. All voted in Favor.
The list of meeting dates for Calendar Year 2018 was reviewed. First meeting, January 2, 2018, will be the reorganization meeting. On a Motion by Barb Kriner and seconded by Caressa Compton, the 2018 Meeting dates were approved. All voted for.
At approximately 7:20 pm, Caressa Compton made a Motion to adjourn the council meeting; seconded by Barb Kriner. Council adjourned.
