The Riverside Borough Council met on Monday, November 5, 2018 in the Municipal Building, 415 Dewart Street, Riverside, PA. The meeting convened at 7 PM by President Carolyn M. Bausch. In attendance tonight in addition to President Bausch, were Vice President Peter T Fleming, Council members Barb Kriner, Beth Rake, John Domanski, Kevin Romansik, Michael Leibel, Mayor Joseph Oberdorf, Solicitor Joseph Michetti Jr and Secretary Deborah Bausch.
In the audience this evening were Janet Hummer, Dean McCahan, Anthony Knight, Matt Sudol and Karen Blackledge. Janet Hummer, Villager Realty, addressed council first to discuss the property of Donald Cook on Avenue F. She is asking for council to hold off on any further legal actions; there is a pending sale. The sale will be going through once the title of the property is settled. She anticipates that to take place in about 4 weeks’ time. She was asked to return to the December 3rd meeting to update council on the status. Matt Sudol, Sudol Paving, then stated the Mainzer Hill Road Project has been completed; no further extensions are needed. Discussion followed on the project and what it has entailed and what other improvements should be considered by council. Matt stressed that residents were making unnecessary trips on the roadway which has caused some ruts. Additional improvements shoulld included berms and drainage run off. Matt Sudol stated it would be $6/ton to haul additional material for an estimated price of $2200 - $2400. Barb Kriner made a Motion to approve Sudol paving to haul material to the street department for road repairs at a cost of $6/ton. Seconded by Beth Rake with all voting in favor except John Domanski who voted no; he questioned why we were getting the material now to have to store. Minutes of October 15, 2018 were approved on a Motion by Barb Kriner, seconded by John Domanski and all voted in favor. September Financial Reports were approved on a Motion by Peter Fleming, seconded by John Domanski and approved by all. Brian Anderson then presented his Zoning Report for October 2018. Sewer inspections are going well and he found one home today with 2 drains going into the sewer line. Eminent Domain was discussed for the Cook property which was tabled due to the pending possible sale. Solicitor Michetti discussed how Eminent Domain works and what is involved stating it is a lengthy process. Report was approved on a Motion by Barb Kriner and seconded by Beth Rake. All voted for. Chief Kerry Parkes presented the Police Report for October. Halloween night was a success with no incidents reported. Chief Parkes inquired about a part timer for next year and stated it would be about $16,000.00 to add a part time officer. Conversation then ensued about SWAT participation with a Motion being made by Peter Fleming to not participate in the SWAT team at this time; seconded by John Domanski. Vote showed no reports from Barb Kriner, Beth Rake, Michael Leibel and Kevin Romansik and a yes from President Bausch. The motion failed to carry. Police Report was approved on a Motion by Peter Fleming and seconded by John Domanski. All voted in favor. Dan Gable, Street Superintendent, then presented his report for the Street Department. First topic discussed was street signs for no truck traffic. Signs would be needed for South Mill St, Avenue C and Chestnut Street. A 24” sign would cost approximately $30.00 and a 30” sign would be $50.00. Solicitor Michetti stated before signs could be put up an ordinance would need enacted which would indicate the fines and penalties. A Motion was made by Peter Fleming to empower the solicitor to draw up an ordinance for the no truck traffic; seconded by Kevin Romansik. All voted in favor. Leaf collection was discussed with Dan stating so far only 4 loads have been gathered. Problems with the t tag truck was put on the table and a request for a replacement was given to council. John Domanski stated a schedule needed started with the truck to replace as needed rather than in emergency situations. On a Motion by Barb Kriner, it is requested a truck purchase be put out for bid; motion seconded by John Domanski and all voted in favor. Another issue is with the Pump Station in the West End; it is being looked at for possible solutions. Street department report was approved on a Motion by Barb Kriner and Seconded by Kevin Romansik. All voted in Favor. Nick Fowler, Southside Fire Company Fire Chief, then addressed council. He stated the public service hours were higher due to October being Fire Prevention Month. Nick then revisited the generator issue. Dean McCahan stated a generator was last priced in 2015 at a cost of $212,976.00. Updated pricing was requested. Evacuation Center being St Peter’s Church was discussed as well as what Southside could offer as an evacuation point. Trucks could be moved out and free up bay space as needed. Dean had confirmed with PPL that there had been 117 interruptions of power at Southside Fire Company. Report was approved on a Motion by John Domanski, seconded by Beth Rake. All voted in favor. Mayor Oberdorf stated he had given his report to Dan Gable. He had nothing to report for the police department. Solicitor Joseph Michetti stated his report was on Blight Redevelopment and Eminent Domain. The topic has been put aside at this time based on the previous discussion this evening. Solicitor Report was approved on a Motion by John Domanski, seconded by Barb Kriner and all voted for. At approximately 8:08 pm, Barb Kriner made a motion to adjourn council to an Executive Session; seconded by John Domanski. Council adjourned to the Executive Session. 8:21 pm Barb Kriner made a Motion to adjourn the Executive Session and resume the Regular Council session; seconded by Peter Fleming. Executive Session adjourned. Meeting dates for 2019 was put on the table for approval. Approval done via Motion by Barb Kriner, seconded by John Domanski and approved by all. 8:22 pm a Motion was made by John Domanski to adjourn the council meeting of November 5, 2018.
