MINUTES OF DECEMBER 8, 2014

The Riverside Borough Council met on Monday, December 8, 2014 in the Municipal Building, 301 Dewart Street, Riverside, PA.   Meeting was called promptly to order at 7:00 pm by President John Novak.  In attendance this evening were Vice President Peter Fleming, Council Members Barb Kriner, Lori Steele, John LaMotte and John Domanski as well as Mayor Joe Oberdorf.  Solicitor Joseph Michetti and Secretary Deborah Bausch were present also.  Absent this evening was council member Caressa Compton.

Carolyn Bausch was in the audience tonight as an observer.

Minutes from the November 17, 2014 Council meeting were read and approved on a Motion by Peter Fleming and Seconded by Barb Kriner.  All voted in favor.

Financial Reports for October were also approved on a Motion by Peter Fleming and Seconded by John LaMotte.  All voted in favor.

Brian Anderson presented his Zoning Report for November.  Report was approved on a Motion by Barb Kriner and seconded by John LaMotte. All voted in favor; report accepted.

Acting Police Chief Kerry Parkes presented the Police Department Report.    He stated 2000 pounds of paperwork was shredded at a cost of $440.00.   He also had found some information packets on Domestic Violence from the 1970s; this was turned over to Transitions who responded with a thank you note for learning how things were handled during that time frame.  Report was accepted on a Motion made by Barb Kriner and seconded by Lori Steele.  All voted in favor.  Kerry then stated the Civil Service Commission has certified the Eligibility List of Candidates for Police Officer.  At this time he would like to conditionally hire Timothy Kiefabar who has the most experience of the candidates.  Employment would be contingent on completion of a psychological evaluation and physical examination.  A second officer would be brought on next month.  Conditional Hiring was approved on a Motion by Barb Kriner and seconded by John LaMotte.  All voted in favor.

Barb Kriner stated there was no Southside Report for this meeting and would have a report for next week’s meeting.  She did state the Southside Fire Company is now renting out two of the bays to Trans Med Ambulance who had to find a new location.  John LaMotte asked the hours for tree sales and was given that information.

Mayor Joseph Oberdorf stated he had nothing to report at this time.

Solicitor Joseph Michetti stated he had just a few sewer issues.  Residents are advised they should check their water on a regular basis.

John Domanski then mentioned there will be a meeting at the Municipal Building tomorrow, 12/9/14, with UGI Representatives at 11:00 am.  It was requested that Dan Gable from the Street Department be informed of this meeting so he can attend as well.

Final presentation of the 2015 Budget was approved on a Motion by John Domanski and seconded by Lori Steele.  All voted in favor; Budget passed.  

Millage Tax Ordinance No. 2014-2 was signed fixing the tax rate for Riverside Borough at 9.5 Mills for Fiscal Year 2015; 9 mills will be general fund and 0.5 mills will be fire tax. There is no tax increase in 2015.   Ordinance was approved on a Motion by John LaMotte and seconded by John Domanski.  All voted in favor.

 A diagram of proposed Brake Retarder sign areas was discussed.  These signs will be placed and maintained by Danville Borough.  John Hack will be in charge of the installation of the two signs in the Riverside Borough.  Approved on a Motion by Lori Steele and seconded by John Domanski; all voted in favor. James Sanders, SEO Officer, provided a copy of the 2015 SEO Fee Schedule for approval by Council.  Minor changes were noted with not much increase in costs.  Report approved on a Motion by Lori Steele and seconded by Peter Fleming.  All voted in favor.

A previously tabled item under the Blighted Properties was again put on the table.  This is the property at 100 D & H Avenue.  Motion was made by Peter Fleming and seconded by John LaMotte to have Jackie Hart add this property to the code enforcement listing.  John Novak abstained from voting due to personal reasons; majority agreed; motion carried.

John Domanski then asked the outcome of the sewer delinquents that were published in the newspapers.  Several residents had paid on their accounts but many had not responded at all.  Solicitor Michetti spoke about filing Municipal Liens on the properties that owe over $500.00.  Motion was made by John Domanski and seconded by John LaMotte to file municipal liens; all voted in favor.  Motion carried.

Winter Services Agreement was discussed.  This payment is usually put into a CD for a street department truck fund.  Due to some extra costs, it was discussed about putting it in the general fund. 

At 7:30 pm, a Motion was made by Barb Kriner and seconded by John Domanski to adjourn the Regular Session of Council.

Next Council Meeting will be Monday, December 15, 2014 at 7:00 pm in the Municipal Building.
