As approved at the May 1, 2017 meeting, minutes from April 18, 2017 follow:
The Riverside Borough Council met on Tuesday, April 18, 2017 in the Municipal Building, 301 Dewart Street, Riverside, PA. The meeting was called to order promptly at 7:00 pm by Vice President Peter T. Fleming in the absence of President John J. Novak. Present this evening in addition to Vice President Fleming were Council Members Carolyn Bausch, Beth Hancock, Barb Kriner and John Domanski. Mayor Joseph Oberdorf and Secretary Deborah Bausch were present. Missing this evening in addition to President Novak was Council member Caressa Compton. Josh Owens, LDG representative was in the audience. He spoke on the sewer system and what LDG could do to enhance our record keeping in the borough for our sewer and other projects. He stated he would recommend a 5 year plan for our sewer system with the initial phase to be mapping the manholes and documenting everything onto a program on a tablet which would become the property of the Borough and could be updated to include other items such as parcel lot information. Database would be incorporated into the GIS database. Cost of phase one is listed at $26,000.00; Borough would need to purchase a tablet that could be used in the field. Josh spoke of 2 he recommended and highly recommended a Microsurface Pro 4 at a cost of about $1400.00. John Domanski had made a Motion to approve the Phase 1 mapping which was seconded by Barb Kriner and all voted in favor. The Motion was further amended by John Domanski to include the purchase of the Microsurface Pro 4 tablet; seconded by Barb Kriner. All voted in favor. Josh will forward an agreement to the solicitor for review before completing the payment. The minutes of the April 3, 2017 meeting were approved on a Motion by Carolyn Bausch and seconded by Barb Kriner; all voted in favor. Chief Kerry J Parkes then addressed council. He is requesting to hire Andrew Rupp this date as a conditional hire contingent on passing a psychic evaluation and physical examination. Motion to Hire Andrew Rupp was put on the table by Barb Kriner and seconded by Beth Hancock. All voted in favor. Dan Gable, Street Superintendent, then took the floor. He spoke of projects the street department has been involved with. The street employees had attended a conference in Bloomsburg recently and Dan felt it was very good; made some great contacts for future projects. He said he spoke to a Danville Employee about the street lights which can be converted to LED lights and would be a savings in the long run. Dan thanked council for the gas furnace in the garage. He said they are already seeing a savings in the electric bill and the whole building is being heated. There was one issue put before council and it was dealing with the trees planted by PennDot near the Charles Hoffa property beside the river bridge. Mr. Hoffa had approached Dan asking if the borough would assist in replacing the trees; he had a price of $600.00. After a lengthy discussion, it was decided Mr. Hoffa should contact PennDot and get something in writing from them as to what they would or would not do to replace the trees which have died again. Street report was approved on a Motion by Carolyn Bausch and seconded by Barb Kriner. All voted in favor. Under Motion to Approve business, the gas furnace for the borough office was revisited from the quotes previously submitted. These have been reviewed and additional information requested to get all 3 quotes with the same comparison basis. John Domanski stated in future dealings, specs should be given. The present 3 quotes were all based on asking the vendors what it would be to install a new gas furnace with their quotes reflecting what they felt was best to do. In the end, a Motion by Barb Kriner, seconded by Beth Hancock, the gas furnace will be installed by Russ Ackley. All voted in favor. Contact will be made with UGI to get the Grant processed to offset the cost of the new furnace. Another Motion to approve was discussed and it dealt with tent rentals for the upcoming Memorial Day Service to be held at the Borough Park on Sunday, May 31, 2017. The band requested to have some coverage since the area where they are seated is all in direct sunlight. Attendees are also in the full sun; program begins at 11:15 am. Quote was received from AO Rentals for two tents, 15x15 and 20x20. Approval for the rental was done on a Motion by Barb Kriner and seconded by John Domanski. All voted for. At 8:14 pm, Barb Kriner made a Motion to Adjourn the Regular session to an Executive Session for personnel issues. Seconded by Beth Hancock. All voted in favor. Executive Session was adjourned at approximately 8:46 pm on a Motion by Carolyn Bausch and seconded by Beth Hancock; all voted in favor. Regular Council meeting back in session. Carolyn Bausch presented a Skillpath Course that would be a good tool for Dan Gable. On a Motion by Barb Kriner and seconded by Beth Hancock, Excelling as a Manager or Supervisor Course has been approved for Dan Gable to attend. All voted for.
