As approved at the 5/2/16 meeting the minutes of 4/18/16 follow:
The Riverside Borough Council met on Monday, April 18, 2016 in the Municipal Building, 301 Dewart Street, Riverside, PA.  The meeting was called to order at 7:00 pm by President John J. Novak.  Present this evening were Council members Carolyn Bausch, Caressa Compton, Beth Hancock and Vice President Peter Fleming.  Mayor Joseph Oberdorf and Secretary Deborah Bausch were in attendance.  Absent this evening were Council Members Barb Kriner and John Domanski.
 
In the audience this evening was Earl Martz from Avenue A.  He was just here to observe the proceedings.  After the start of the meeting, a student, James , signed in.  He was here as part of a school project on Environmental Services.
 
Old business included the approval of the minutes from the April 4, 2016 meeting.  This was done on a Motion by Caressa Compton and seconded by Carolyn Bausch.  All voted in favor.
 
Dan Gable, Street Superintendent, then presented his report for the evening.  The street crew has been busy doing some crack sealing, mulching and other tasks.  The tree list has been completed and Northeast Tree service will be in to remove the tagged dead trees.  The next topic of discussion was insulation in the Garage.  Several quotes had been received and Dan discussed each of them.  Council voted to approve the contract with Boss Insulation pending approval of the contract by our solicitor.
Motion made by Carolyn Bausch and seconded by Caressa Compton to proceed with the project upon solicitor approval.  All voted in favor.  A new furnace system will be discussed at next budget meeting.
Dan stated he will be meeting with Barry Garverick to discuss road improvements this year.  Pine Swamp Road had a base coat done last year and will need completed this year to maintain the roadway.  The Street Report was approved on a Motion by Caressa Compton and seconded by Peter Fleming.  All voted in favor. 
 
Caressa Compton reported on an update on the boat launch that is being handled by Bob Stoudt, Director of Montour Area Recreation Commission.  He indicated several permits would be needed since it is a sanctuary area for a bald eagle nest and involved the river.  He is starting the permit process and will keep us informed of progress.
 
Welcome to Riverside sign at the English Garden needs reviewed; seems to be misleading as to the direction of Riverside.   Peter Fleming stated he had seen someone working on the weeds in the flower area before crossing the bridge.  Not sure who that person was but we certainly want to extend a thank you to them for that service.   It was also brought up by Dan Gable that there is a huge flag on the pole outside the English Garden.  A previous one was stolen and replaced but the flag was small.  Secretary will check with Ken and Abby Kremser to see if they are responsible for replacing the flag with a larger one.   A thank you note from the Borough will be sent to recognize this tribute.
 
Question was put on the table about removing the stop sign on Avenue A near the school.  Since the school is no longer in use; the sign is not necessary.  After some talk, it was decided it would be best to leave the sign in place in case the school would ever be sold or restored to use and the sign would need to be put back in place.  Citizen Earl Martz then questioned the status of the school.  He mentioned that Jerseytown had opened a community center in an old building there and that would be great here.  The building is owned by the school district and it would be their call on the status of the building.
 
Sewer online payments was put on the table.  Programs are now in place to have residents pay their sewer bills from their checking accounts directly into the sewer billing account at Service First Credit Union.  Service1st Credit Union is working with the Borough and Diversified Technology to get the program completed and in place.   Approval was granted to proceed with this program with Service1st on a Motion by Carolyn Bausch and seconded by Caressa Compton.  All voted in favor.
 
Meeting adjourned at approximately 7:32 pm on a Motion by Caressa Compton and seconded by Beth Hancock.
 
Next meeting is scheduled for May 2, 2016.
