RIVERSIDE BOROUGH COUNCIL
The Riverside Borough Council met on Monday, August 3, 2015 in the Municipal Building, 301 Dewart Street, Riverside, PA. President John Novak called the meeting to order at 7:02 pm. Present this evening were Vice President Peter Fleming, Council Members Carolyn Bausch, Caressa Compton, Barb Kriner, Lori Steele, and John Domanski. Also at the table were Solicitor Joseph Michetti and Secretary Deborah Bausch. Mayor Joseph Oberdorf was absent. Susan Robishaw and Brian Sterner were in the audience this evening as Susan addressed Council again concerning the 911 address system and issues with mail delivery problems. Mr. Sterner added this also includes Fed Ex and UPS delivery issues. She asked about minutes and meeting dates to which she was informed were always posted in the kiosk outside the office. She further stated she was dismayed and annoyed at the postal problem. After a lengthy discussion, Solicitor Michetti stated the Council was concerned about the problems and were willing to cooperate and encourage post office delivery to the residents. Council has agreed to have Eric Wendt make a presentation on the 911 system and the National 911 system to see how it affects our borough. Barb Kriner explained where the numbering system began between Montour and Northumberland Counties. Lori Steele made a Motion to allow Mr. Wendt to make a presentation on Northumberland County’s attempt to modify the 911 address issue; seconded by Caressa Compton. All voted in Favor. Secretary will contact Mr. Wendt to set up a time for the presentation which is strictly for Council at this time. Minutes of July 6, 2015 were approved on a Motion by Carolyn Bausch and Seconded by Peter Fleming; all voted in favor. Financial Reports for May 2015 were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch; all voted in favor. Due to the absence of Brian Anderson, the Zoning Report was put on the table by President John Novak. Report approved by Motion of Caressa Compton and seconded by John Domanski. All voted in favor. Chief Kerry Parkes then put the Police report before council for their review. He expanded on his report with an update of the Avenue G speed study. Data recorded shows 47% of cars on the road are speeding; of that number only 4% would be able to be written up. Report was approved on a Motion by Lori Steele and seconded by Barb Kriner. All voted in favor and Motion passed. Dan Gable spoke of the Street Department’s work in July which included trimming and handling some sewer issues. Most of the trees scheduled to be taken down have been removed. Eastern Industries was issued the paving contract but we have not gotten a start date from them as yet. Dan did mention Mr. Chuck Hoffa had spoken to him about the alleyway near his home. Dan said the alley is high in the middle and ruts on the side. There was much discussion about the liability of this alleyway and if fixed how could the council justify doing that without doing every alley in the borough. Letter will be drafted to Mr. Hoffa regarding this alley way. Report approved on a Motion by Barb Kriner and seconded by John Domanski; all voted for. Solicitor Michetti spoke on the Route 54 access which is considered private land. The borough does not own the 20’ right of way; it is vacant land. That piece of land was not dedicated to the borough; it was established for owners of the land. Borough will not be taking care of this piece of land Solicitor Report accepted on a Motion by Caressa Compton and seconded by Barb Kriner. All voted for. . John Domanski made a motion for Dan and 1 employee to attend a seminar about pipeline safety. Motion seconded by Caressa Compton and carried as all voted for it. Council Member Lori Steele exited the meeting at 7:55 p.m. Leaf Collection season will be upon us soon. Dan and John Domanski will speak with some local residents to see if we can dump our leaves on their property. Southside Report was presented by Barb Kriner. Report approved on a Motion by Caressa Compton and seconded by Carolyn Bausch. All voted in favor. John Domanski read the Code Enforcement Report. Report approved on a Motion by Barb Kriner and seconded by Peter Fleming. All voted in favor. Due to the absence of Mayor Oberdorf, there was no report to present this evening. Solicitor Michetti stated he has reviewed the new Police Policy Manual and it is legally sufficient. He did not review each item. Manual should be reviewed by Mayor Oberdorf and will be available for council to read through if so desired. John Domanski made a motion to accept this report and it was seconded by Caressa Compton with all voting for. Discussion was held about the Brake Retarder Signs. An ordinance would need enacted and signs purchased before we can go any further. Attorney Michetti will be doing the ordinance. Motion was made by John Domanski to enact a brake retarder ordinance for Sunbury Road and also on Route 54; seconded by Barb Kriner. All voted for. The Medicinal Marijuana resolution that had been tabled at the last meeting was put before council this evening. Discussion of members indicated no one was in favor of endorsing this legislation. Code Enforcement Renewal Contract for Jackie Hart was approved on a Motion by Barb Kriner and Seconded by John Domanski. All voted in favor. At 8:20 pm, Barb Kriner made a Motion to Adjourn the Regular Council Session to an Executive Session. Carolyn Bausch seconded that motion and Council Adjourned. Prior to exiting the meeting, Danville News Report Bob Stoneback stated that this was probably his last meeting with us as he is moving to a new job in the Philadelphia area. Council thanked him for his presence at our meetings and wished him well in his new adventure. Council returned to Regular Session at approximately 8:45 pm when the Executive Session was adjourned by a Motion of John Domanski and seconded by Barb Kriner.
