The Riverside Borough Council met on Monday, May 15, 2017 in the Municipal Building, 301 Dewart Street, Riverside, PA. Meeting was called to order by President John J Novak promptly at 7 pm. Present this evening were Council Members Carolyn Bausch, Caressa Compton, Beth Hancock, Barb Kriner and
John Domanski. Absent this evening were Vice President Peter Fleming and Mayor Joseph Oberdorf. In the audience this evening were two students from the AP Environmental Class, Sam Chilllis and Nate Cole. Chris Henrie was also in the audience this evening. All were here just as observers. Minutes of May 1, 2017 were approved on a Motion by Barb Kriner, seconded by Carolyn Bausch. All voted in favor. Dan Gable, Street Department Superintendent, then addressed Council with the Street Department Report. First agenda item was regarding the paving bids for this year’s project. After much discussion, it was decided to go out for bids to pave Third Street, North D & H Avenue and Fourth Street as denoted on the Project Estimate Sheet prepared by Barry Gaverick, PennDot representative. Total estimated cost would be $71,412.00. Dan was questioned about the Mainzer Hill Road; a grant has been requested; however, our contact, Mike McCleary, Northumberland County Conservation District, is out of the office so it will be a few months until we hear if we were granted any funds for this project. Barb Kriner made a motion to approve advertising the paving bid request for the designated streets; seconded by John Domanski. All voted in favor. Next item for discussion was the need for a new mower. Dan had provided 3 quotes; he would like to purchase a machine from Twin Ponds Engine Service for a total cost of $4935.45. Differences in the machines were discussed. Caressa Compton made a Motion to purchase the Hustler X-one from Twin Ponds contingent on a trial base usage first; seconded by Beth Hancock. All voted in favor. A final point of discussion was Dumpster Day. Hours of the event were reviewed. Hours will continue to be until 3 pm next year with notes being made on the turnout from the hour of 2 pm to 3 pm. The Street Department report was approved on a Motion by Caressa Compton and seconded by Barb Kriner; all voted for. Dan had attended a Skillpath Seminar as requested by Council; his certificate of completion was shown to council. His comments on this seminar will be discussed at the next meeting. Under new business a street name change was requested by the 911 Readdressing Project. Wall Alley is too close of a name to Wall Street in Danville. After a little talk, Motion was made by Carolyn Bausch and seconded by John Domanski to rename Wall Alley to Postal Street. All voted in favor. Shade Mountain Winery outdoor event was reviewed. An email had been received from Shade Mountain which answered the questions council had previously posed. John Domanski made a Motion to approve the outdoor event at Shade Mountain on a one time basis to see how it works out. Motion was seconded by Carolyn Bausch. All voted for. Motion to approve was also given for the fireworks for the Iron Heritage festival on July 15, 2017. Motion made by Carolyn Bausch, seconded by Barb Kriner and all voted in favor. John Domanski then questioned the previous topic of the borough shed on Logan Street. There has been interest in the purchase of the lot. Dan had previously stated he would like to see the borough sell the property and use the income to build a new lean to on the property at the garage on Avenue D. John Domanski made a motion to have Solicitor Michetti draw up the papers to sell the property with a stipulation to accept or reject any bid submitted. Seconded by Caressa Compton. All voted for. Two letters were submitted to council regarding a previous request by a citizen for a burning ban. One letter was against the ban and one was for the ban. After some talk on the subject, it was tabled until we hear further from a citizen who was spearheading this issue. At approximately 7:48 pm, John Domanski made a motion to adjourn the regular Council Session to an Executive Session; seconded by Barb Kriner. All voted in favor. Council adjourned to the Executive Session. Executive Session was adjourned at approximately 8:24 pm on a Motion by Caressa Compton and seconded by Barb Kriner. All voted in favor and Regular Council Session resumed. Secretary Deborah Bausch reminded Council she will be out of the office on vacation from Thursday, May 18 through Saturday, May 27th. John Domanski made a Motion at approximately 8:25 pm to adjourn the Council session for the evening. Carolyn Bausch seconded the Motion and all voted for ending the meeting. Council adjourned.
