As approved at the April 4, 2016 meeting, the minutes from 3/21/16 follow:
The Riverside Borough Council met on Monday, March 21, 2016 in the Municipal Building, 301 Dewart Street, Riverside, PA. The meeting was called to order at 7:00 pm by Vice President Peter T. Fleming. Present this evening were Council Members Carolyn Bausch, Caressa Compton, and Barb Kriner. In addition to the Vice President, Mayor Joseph Oberdorf and Secretary Deborah Bausch were present. Absent this evening were President John J. Novak and Council Members Beth Hancock and John Domanski. Citizens to be heard this evening were Laura and John Renno from Snydertown Road, Rush Township. Laura works for the Danville School District Transportation Office. She stated she took buses off Mainzer Hill Road as it was very treacherous. There was a lengthy discussion held regarding the road condition. Dan Gable stated the road is horrible and the street department does its best to maintain the road. Stone gets put down but frost can cause problems with the thaw and water runoff. Laura stated she was just asking for help to maintain the road to make it better to travel. Contact will be made with Wendy Appleman, Rush Township for their input since part of Mainzer Hill Road is in that township’s jurisdiction and they had gotten grants to do road work. Barry Garverick will also be contacted to take a look and make recommendations. It was suggested we look at certain sections of the road to make it a safer road to travel. Dan stated he and Eric Mayan will be attending a Dirt & Gravel class for two days next week and hopes to get some insight into the road maintenance; hopefully this class will help with possible grants being obtained in the future. Mayor Oberdorf stated that when he attended these classes they did not address tar and chipping of roads. Old Business included approval of the Minutes from the March 7, 2016 meeting. Minutes approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted for. Financial Reports for January were approved on a Motion by Caressa Compton and seconded by Barb Kriner; the February Financial Reports were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. Both Motions passed with approval by all present. The Mayor stated he had a comment to make; he had been contacted by someone above Sunbury Road inquiring about the fees listed in the Danville News newspaper. Fines and citations will be broken down to avoid any confusion. Police report at the first meeting of the month discussed these costs and where they originated from. Zoning Report was given by Brian Anderson. There are no major issues at this time. Discussion was held regarding the property at 100 D & H Avenue, owned by Dave Decoteau. Carolyn Bausch inquired if when a permit is requested, financial responsibility is a part of the permitting process; she was informed it is not part of the procedure. Brian stated he will contact Matt Witmer tomorrow to see the next steps to proceed against Mr. Decoteau. Report was approved on a Motion by Barb Kriner and seconded by Caressa Compton. All voted in favor. Street Department Report was given by Dan Gable, Street Superintendent. He stated we have met our salt purchase quota as mandated by our CoStars Contract. There were sewer issues on Hillside Drive and they have been resolved. Dan wished to let council know what a help Officer Kevin Romansik was during the bad snow storm. Kevin came in on his own time and helped repair one of the plow trucks so it could be used to finish plowing snow from the storm; he was a tremendous help. Two new swings have been placed in the Park. A new sewer camera has been ordered and should be here soon. Dan then spoke of the insulation at the borough garage. Estimate from last year was not accurate and the new quote was quite a bit higher. He has two phone contacts to see if he can get some quotes for spray foam insulation. Converting to gas was talked about to lower the large electric bill each winter. A quick discussion was held about a separate caretaker for the Danville Pump Station; however, this had been previously discussed at a council meeting and the decision made to not hire out at this time. Street Department Report was approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted in favor. Under New Business, Carolyn Bausch addressed Council - April is the Gift of Life month. She has literature that she will distribute to local businesses regarding organ donations. At 7:45 pm, Barb Kriner made a Motion to go into Executive Session; seconded by Carolyn Bausch. Council adjourned to an Executive Session for a Personnel Issue. 7:50 pm Motion made by Carolyn Bausch and seconded by Caressa Compton to adjourn the Executive Session.
