As approved at the Feb 4, 2019 meeting, minutes of 1/7/19 follow:
The first meeting of calendar year 2019 was held on Monday, January 7, 2019 in the Municipal Building, 415 Dewart Street, Riverside, PA 17868. In attendance this evening were Council President Carolyn M. Bausch who called the meeting to order promptly at 7 pm, Vice President Peter T. Fleming, Council Members Barb Kriner, Beth Rake, John Domanski, Michael Leibel and Kevin Romansik. Mayor John LaMotte attended as well as Secretary Deborah Bausch. Absent this evening was Solicitor Joseph Michetti. Our audience this evening consisted of Kaleb Moyer and Hunter Wagner, two scouts from Troop 33, Riverside, who attended to work towards a Boy Scout merit badge. Bob Stoudt and Kyle Postupack from MARC were here as well as Nick Fowler representing Southside Fire Company and Brad Bason. First order of business was the swearing in of Officer Eamon R. Shoff by Mayor John LaMotte. Eamon was accompanied by his wife and two sons during the ceremony to be a part of the Riverside Police Department. Bob Stoudt then addressed council on behalf of the Montour Area Recreation Commission. He introduced Kyle Postupack to council members. Dr. Vic Marks is a current member of the MARC board; however, his term will end on February 8th and he has decided to pursue other adventures. Bob thanked Dr. Marks for his dedication to MARC while he served with them. Bill Lavage is the other MARC member from Riverside Borough. Kyle Postupack then spoke giving a background of his time growing up in the borough and currently living in the Borough. He would like to serve as the other member of MARC for the 3 year term that will be vacated by Dr. Marks. On a Motion by Barb Kriner and seconded by Peter Fleming, Kyle Postupack was appointed to serve a 3 year term with MARC effective February 9, 2019. All members voted for the motion. Minutes of December 17, 2019 were approved on a Motion by John Domanski; seconded by Barb Kriner and all voted for. Budget reports for November were approved on a Motion by Barb Kriner, Seconded by Beth Rake and all voted in favor. Brian Anderson, Zoning Officer then presented his report for December. His report included a 2018 Annual Report. The Cook property was discussed; it is now in the hands of the attorneys to get the deed settled and property sale finalized. Brian was thanked for his work in getting our office clock repaired. Brian stated the clock is over 100 years old and probably was the original school clock. Zoning report was approved on a Motion by John Domanski and seconded by Peter Fleming. All voted in favor. Chief Kerry Parkes then addressed council with the Police report for December. Discussion ensued regarding the SWAT participation. Motion was made by John Domanski to table the insurance quote filing at this time; seconded by Peter Fleming. Motion was opposed by Barb Kriner and Kevin Romansik. Mayor John LaMotte asked who was running the SWAT team locally and was informed the Columbia Montour Unit is under Al Breach. Kevin Romansik then made a Motion to proceed with filling out the paperwork at this time and report back within 30 days; seconded by Peter Fleming who noted this was not a reflection of his feelings on the issue. John Domanski and Carolyn opposed the Motion. Chief Parkes then spoke of signage in the borough and getting ordinances codified. This process will be discussed with the solicitor when he is feeling better. Police report was approved on Motion by Beth Rake and seconded by Barb Kriner. John Domanski opposed approval of Motion. Dan Gable, Street Superintendent, then spoke of the Street Department work for the month of December. The West End Pump Station is being monitored but seems to be working okay at this time. Pot holes were repaired on Boyce Road; UGI has been working on the Riverhill and Beishline development areas. Discussion was held regarding a plow truck. 3 quotes were presented for review. The old plow truck could possibly be retained to be used strictly for leaf collection next year. Barb Kriner made a Motion to Approve purchase of the 2019 Ford Truck, Option 1, from Sunbury Motors with a plow package from Bradco Supply Co. John Domanski seconded the Motion and all voted in favor. Street Department Report was approved on a Motion by Peter Fleming, seconded by Barb Kriner. All voted for. Nick Fowler, Southside Fire Chief, read the report for Southside Fire Company activity in December. He stated they only had one Christmas tree unsold and free to anyone wanting it. There has been no new quote obtained for a generator. Barb Kriner made a Motion to accept the Chief’s report; seconded by John Domanski; all voted in favor. Mayor John LaMotte had no report to present at this time. His non-report was approved on a Motion by John Domanski and seconded by Beth Rake. Solicitor Michetti was not in attendance due to illness.
