RIVERSIDE BOROUGH COUNCIL
The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, February 20, 2023 at 7:00pm. Meeting was called to order by President John Domanski. Council members present: Vice President Barb Kriner, Peter Fleming, Brian Whitenight, Delavan Whitenight, Jr., April Shuman and Beth Rake. Also present was Secretary, Lisa Fritz. There were no citizens present. Pledge of Allegiance Old business: Approval of the minutes of February 6, 2023 was done by Motion from Beth Rake and seconded by Barb Kriner. All in Favor. Borough Life: Nothing to report. New Business: John Domanski mentioned with the recent warm weather, there has been a lot of people enjoying the Park. A portable restroom will be delivered on March 1 for visitors in the Park to use. John received a call from Les Taylor at the Merck Plant stating the plant will be shutting down in 2024. Beth questioned how long before the wells could become contaminated? Peter Fleming stated he understands there are still some contaminates in the water. Barb Kriner asked if water has to be shipped to Danville, will we have to pay for it? Merck currently treats their own wells. John Domanski wonders if Riverside would be penalized if Merck’s water spikes to high levels of contaminates. Council will need to discuss (with Merck) what their plan will be after the 2024 closure. April Shuman mentioned that Danville might be able to estimate what the charge for treatment would be after Merck closes. Sewer increase will be put on hold until the third quarter, as Council needs more time to work on a rate for businesses. Barb made a motion to move the sewer increase to the third quarter, with Brian Whitenight seconding the motion. All in Favor. Barb Kriner stated that Council will bid all street work together versus bidding out for each street separate, this is a change from last council meeting. Brian Whitenight mentioned there will be a PGI (Pyrotechnics Guild International) certification course for fireworks on April 1st. There will be firework testing on this date in the Borough. More information will be posted on the Borough’s website and Facebook page once Brian receives the information. Peter Fleming mentioned the ‘Welcome to Riverside’ sign placement was agreed to by the Knouses’; whom intended to attend the meeting, but actually could not. The tree in their yard was removed by Northeast Tree Service the week of 2/13. The sign will be placed, then electric will be installed. Motion to Approve: Dumpster Day will be held on Saturday, May 20th from 7:00am until 1:00pm. Barb Kriner made a motion to get the dumpsters from Fought’s Disposal. Brian seconded. All in Favor. Barb Kriner made a motion to approve a subdivision map submitted by Pine Hurst Acres Properties, with Beth Rake seconded. All in favor. Action Items: Resolution for Act 537 (Pennsylvania Sewage Facilities Act) was tabled until the next Council meeting, as Peter Fleming needs to speak with the Borough of Danville. A committee formed by April, Beth, Peter and Brian will update the Employee Handbook. Beth made a motion to approve a new mailing machine. Barb seconded the motion. All in Favor. Barb made a motion to upgrade the current Quick Books program, with Brian seconding. All in Favor. Larson Design Group would like to meet with Council members in early March to discuss updates on current projects. Beth Rake made a motion to adjourn the meeting, Barb Kriner seconded the motion.
