RIVERSIDE  BOROUGH COUNCIL

 The Riverside Borough Council met on Monday, August 19, 2013 in the Municipal
Building, 301 Dewart St. The meeting was called to order promptly at 7:00 pm by President Peter T. Fleming.  Members present this evening were Vice President John Novak, Council Members Bob Betts, Barb Kriner, and Mike Maize.  Mayor Dale Erb attended as did Secretary Deborah Bausch.  Council Member Lori Steele joined the meeting at 7:15 pm. 
Absent this evening was Council Member John LaMotte.

 Citizens present this evening were Carolyn Bausch and Joseph Oberdorf. 
Carolyn voiced concern over the roadway where Meadow Lark Lane meets
Circle Drive.  Dan Gable, Street
Superintendent, was present and noted the issue to be corrected. Joseph Oberdorf thought this was a work session and therefore had nothing to discuss in a regular session.

 Dan Gable then presented the Street Department report.  He has not heard from HRI as to when they will begin the borough paving project.   They have
replaced some pipes on Avenue F in anticipation of the paving work. 
They have been busy painting crossing lines and speed lines; also, the old flag pole was taken down today.  They will begin to build a headwall on Boyce Road. 
Dan explained the quote on the Splice Box submitted by K & N and the importance of it for the pump station as a preventative measure.  Bob Betts made a Motion to proceed with the proposal for the splice box; seconded by Barb Kriner.  Dan then
spoke of a tree issue at the property of Chuck Hoffa. Trees were removed but need replaced; Mr. Hoffa has been a big help to the street department with clearing of snow in that area.  Dan will check with a local nursery to see what time of year (fall or spring) is best to replace the trees. 
On a Motion by Barb Kriner and seconded by Mike Maize, Dan was directed to replace 3 trees when season permits. 
Brewery Hollow Road was scheduled to be graded today; however, due to
weather, it was postponed until Wednesday this week.  The Street Department Report was accepted on a motion by Barb Kriner and seconded by Mike Maize.

 Danville Sewer Invoice for January to June 2013 was discussed. 
Mayor Erb suggested a compilation of data to see if cost per gallon would
be more cost effective and questioned the 25% surcharge we currently pay. After a lengthy discussion, Motion was made by Lori Steele and seconded by John Novak to pay the outstanding invoice in
the amount of $140,337.14.

 Changing the second meeting of the month to a Council Work Session rather than a Regular Council session was then put on the table.  Agenda would still be a part of the meeting.  Question was raised
about whether votes could be taken at a Work Session; Secretary Deborah Bausch
will check with PSAB for clarification.   On a Motion by Bob Betts and seconded by Barb Kriner, the second Council meeting of each month will now be a Council Work Session; this is effective with the September meetings.  September 3 (Tuesday) will be a Regular Session and September 16 will be a Council Work Session. Both meetings are open to the public.

 Mayor Erb then spoke of a problem with the lines on the bridge and traffic flow.  The issue lies with the right turn lane
into Danville from the Riverside side; motorists are using the lane to turn
before they reach the area designated to be the turn lane.  Mayor feels this could lead to some road rage issues. He has drafted a letter to Rick Mason, PennDot and presented it to Council.  Lori Steele made a Motion to endorse the Mayor’s letter to Penndot; Motion was seconded by Bob Betts.

 Financial Reports were accepted on a Motion by Barb Kriner and seconded by John Novak.  The Minutes for August 5,
2013 were approved on a Motion by Barb Kriner and seconded by John Novak.

 Motion was made by Mike Maize at 7:55 pm to adjourn the Regular session to an Executive Session; seconded by Barb Kriner.

 Executive Session adjourned at approximately 8:15 pm on a Motion by Barb Kriner and seconded by Bob Betts.


Regular Council Session resumed immediately.  With no further business to discuss, Regular Session adjourned for the evening on a Motion by Lori Steele and seconded by Barb Kriner at 8:18
pm.
