As approved at the 4/18/16 Council meeting, the minutes of 4/4/16 follow:
The Riverside Borough Council met on Monday, April 4, 2016 in the Municipal Building, 301 Dewart Street, Riverside. The meeting was called to order promptly at 7 pm by Council President John J Novak. In attendance this evening in addition to President Novak were Vice President Peter T Fleming and council members Caressa Compton, Barb Kriner and John Domanski. Solicitor Joseph Michetti, Mayor Joseph Oberdorf and Secretary Deborah Bausch were present. Absent this evening were council members Carolyn Bausch and Beth Hancock. There were no citizens present to be heard. Old Business consisted of approval of the Minutes of the March 21, 2016 meeting. This was done via a Motion made by John Domanski and seconded by Barb Kriner. All voted in favor. Brian Anderson then presented the Zoning Report. Discussion was held on the 100 D & H Property and a meeting will be held with Matt Witmer, BIU representative in the morning to see about proceeding. Mr. Anderson will set up an office schedule for hours so residents will know the best time to reach him for zoning questions/permits. He did state that Southside Fire Company has obtained a refrigerator and put it on a back porch at the building; no permit was necessary. On a Motion by Barb Kriner and seconded by Peter Fleming, the Zoning Report was approved. All voted for. Police Chief Kerry Parkes presented the Police Report. Chief Parkes provided information on a new program for treating overdose cases. NARCAN is an opioid reversal kit. The nasal spray will be administered by the police officers. Evangelical Hospital will oversee the program supplies and updates. A policy has been added to the manual to cover this program. Police report was approved on a motion by Barb Kriner and seconded by Caressa Compton. All voted in favor. The Mayor had no report for this evening. Solicitor Michetti reported the mortgage on the Betty Oberdorf property at 303 Avenue F has been satisfied by the bank. Discussion was held on what options can be used with this property. Copies of ordinances in other areas were made available for council members to review in light of a proposed ordinance being entered in the borough in the near future. Solicitor stated he has further discussion to be held in an Executive Session for personnel matters. Report approved on a Motion by Barb Kriner and seconded by Peter Fleming; all voted for. On a Motion by Barb Kriner and seconded by John Domanski, regular council session adjourned to an Executive Session. It was approximately 7:30 pm. Around 7:40 pm, a Motion was made by John Domanski and seconded by Barb Kriner to adjourn the Executive Session and return to Regular Council meeting.
