The Riverside Borough Council met on Monday, October 16, 2017 in the Municipal Building, 415 Dewart Street, Riverside, PA. In the absence of President John J. Novak, the meeting was called to order at 7:00 pm by Vice President Peter T Fleming. In attendance this evening were council members Carolyn Bausch, Caressa Compton, Barbara Kriner, Beth Rake and John Domanski. In addition to the President, Mayor Joseph Oberdorf was absent. Secretary Deborah Bausch attended.
Karen Blackledge, Danville News, was the only audience member at the beginning of the meeting. At approximately 7:06, Mrs. Vanderlick signed into the meeting. The minutes of the October 2, 2017 meeting were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted for. The September Budget Report was approved on a Motion by Barb Kriner and seconded by John Domanski. All voted in favor. Dan Gable, Street Superintendent, then addressed council with his monthly report. Discussion followed regarding hiring temporary help for 9 days to assist with leaf collection. On a Motion by John Domanski and seconded by Carolyn Bausch; salary was set at $12.00 per hour. Steel toed work boots will not be supplied. All voted in favor. Dan stated 4 loads of leaves have been collected; they were able to begin a bit early with the collection. Banner is now on the truck reminding residents that the last day for leaf pickup is November 22nd. We are awaiting a response from Northumberland County regarding any grant to repair Mainzer Hill Road. Street Report was approved on a Motion by Caressa Compton and seconded by Barb Kriner. All voted in favor. Mrs. Vanderlick then spoke to council about issues at her home with the Police Department. She listed examples of how she has been addressed by local officers. She said if police were wearing body cameras these incidents would have been recorded. She then made the statement “no money compensation was paid” and exited the meeting. Tree removal was put on the table. Once the list is made in the spring time, it is to be adhered to and only under emergency situation should changes be added including adding trees. Removal list will be prioritized and additions will not be made so cost can be calculated in the budget. Under New Business John Domanski inquired about word that the Riverside Elementary School will be razed. A shed is proposed to be built on the site. Discussion was held on permits required; a demolition permit would be required to remove school and building permits would be required to add a shed/building on the property. John was concerned about how it will be kept; things outside laying around, etc. since it is in a residential area. Resolution 17-10-16, Police Pension Plan, was approved on a Motion by Barb Kriner and seconded by Beth Rake. All voted in favor. At approximately 7:26 pm, John Domanski made a Motion to Adjourn to an Executive Session for a personnel matter. Seconded by Caressa Compton. Regular Council Session adjourned. A Motion was made by Carolyn Bausch at about 7:51 to adjourn Executive Session and resume regular council meeting; seconded by Barb Kriner. Council back in Regular Session. A brief discussion was held regarding the Census Bureau Update Information. It is a lengthy data search for which we do not have time or staff to handle. On a Motion by John Domanski and seconded by Carolyn Bausch, we have opted out of the census bureau study program.
