RIVERSIDE BOROUGH COUNCIL

The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, September 21, 2026 at 7:00pm.  Meeting was called to order by Vice President, Peter Fleming.

Council members present:
Barb Kriner, Ken Gardner, Rob Rickard, Mike Steimling Sr and Rebekah Lenig.
Also present was Mayor Todd Oberdorf and Secretary Lisa Fritz.

Absent:
Steve Wagner

Citizens present:
April Shuman, Clark Shuman, Ryan Dietz and Drew Mumich

Pledge of Allegiance

Citizens to be Heard:

Old Business
Ken made a Motion to approve the Meeting Minutes of 9/8/2026. Barb seconded. All in Favor.
Zoning Officer Report
Rob made a Motion to accept the Zoning Officer’s revised report for the month of August. Ken seconded. All in Favor.
Boro Life Committee
April Shuman, member of Boro Life, stated Boro Life has become its own entity as a non-profit, with their own EIN. She stated they are now completely independent and not connected under Borough Council. They are now known as, “Riverside Boro Life, Inc”.
Rob made a Motion to remove Boro Life from under the direction of Borough Council and resolve the Boro Life By-Laws. Ken seconded the Motion. All in Favor.
Motion to Approve
Front Yard Work at Municipal Building – Rob made a Motion to remove portions of front-area blacktop, add topsoil and grass, and install a walkway. Mike seconded. Ken, Rebekah and Barb opposed. Peter voted yes to the work. Mayor Todd Oberdorf cast the tie breaking vote to approve the front yard work. Motion to do the work in front of the Municipal building passed.
Approval of Larson Design Group Engineer for the guiderail project along Pine Swamp Hollow Road was tabled by Ken Gardner, as he would like to have engineering fees included in the project estimate.
Salt Shed Project: Contract and Pricing
  • Focus on materials, labor, and contract terms for a salt shed. Prior approval for $103,850 caused confusion on whether it covered materials only or the entire project.
  • Tariffs on Canadian materials introduced post-approval increased the supplier’s quote by about $5,000 to $108,450; quote valid for 10 days from the 25th of the month.
  • Debated price firmness, tariff handling, and prevailing wage applicability; desire to document tariff allocation and obtain a breakdown of Canadian vs. U.S. material costs.
Rob made a Motion to accept the proposal of $108,450 for a salt shed. Barb seconded. Ken opposed. Motion passed.
Action Items
Mike suggested the Street Department employees move the cement abutments out further from the fencing.
Ken stated he spoke with Walt Laubach regarding reviewing the Borough’s current insurance carrier. Walt has been out of the insurance business for 14 years and did not feel he would be of value for input. Ken made a Motion to dissolve the Insurance Committee made up of himself and Walt Laubach. Barb seconded. All in Favor.
Police Vehicle Fleet Management and Technology
  • Barb questioned the discussion on how and why the decision was made to reduce the police vehicles down to two. Mike stated the discussion of the number of police officers was discussed in Executive Session at the September 8th meeting and it lead to the number of vehicles in the police fleet.
  • Maintenance costs for older vehicles were reviewed: low annual routine costs over five years (~$200/year for oil and inspection) but projected ~$4,000 over ten years for brakes, rotors, and tires. Past reliability issues included one vehicle down for three months and another for three weeks, leaving only one truck available.
  • Concerns were raised about whether older trucks can support required technology.
  • Vehicle rotation plan referenced: 15, 18, 21, 24, with a new vehicle in 27.
  • Strong support for highest-available police technology, including real-time license plate readers to inform officer approach (e.g., stolen plates, felon owners).
  • The ENRADD (electronic non-radar device) speed system was described; it measures speed over three feet and requires two chase cars.
  • A five-year contract for a new system costing $52,000 includes a free camera system and software updates.
  • Mike made a Motion to re-open the police vehicle item for further agenda discussion. Rob seconded. All in Favor.
Feral Cat Management Program
  • Trap-neuter-release with relocation reported effective; feral population reduced to ~17 in targeted areas (north Riverside, south end near airport/Blue Hill, farm area).
Rob made a Motion to amend the Agenda to include the Budget Workshop. Barb seconded. All in Favor.
  • Budget Workshops will be on Wednesday, October 14th and Wednesday, October 21st at 1:00pm.
Halloween Event Scheduling and Insurance
  • Trick-or-Treat Night was set for October 31st (Saturday); hours of 6:00pm-9:00pm. Residents wishing to receive Ghoulish Visitors should turn their porch lights on during the designated time.
  •  Riverside Boro Life will also be hosting ‘Halloween in the Park’ on October 31st during the hours of 6:00pm -9:00pm.

At 8:42pm, Barb made a Motion to adjourn the meeting. Rob seconded. All in Favor. Peter seconded. All in Favor.

Respectfully Submitted:
Lisa Fritz, Secretary
