Due to lack of an agenda, the Riverside Borough Council meeting scheduled for Monday, October 18, 2021 has been cancelled. Next Council Meeting will be held on Monday, November 1, 2021 at 7 pm in the Municipal Building.
4th Quarter Sewer Bills have been mailed. Please note payment amount is the left hand column until 3 pm on 11/15/21, After that date pay amount on the right hand column. Those having ACH will see payment withdrawn from account on 11/15/21. Effective January 1, 2022, those with Automatic Withdrawal Payments will see a 2% discount applied to their account. The Riverside Borough Council met on Monday, September 20, 2021 in the Municipal Building, 415 Dewart Street, Riverside. President John Domanski called the meeting to order promptly at 7:00 pm. The following council members were present: Vice President Barb Kriner, Beth Rake, Peter Fleming, Brian Whitenight, Delavan Whitenight Jr.; absent this evening were council member Kevin Romansik and Mayor John LaMotte. Secretary Deborah Bausch was in attendance.
Meeting started with minutes of September 7, 2021 being approved on a Motion by Brian Whitenight and seconded by Vice President Barb Kriner; all voted for. Budget Report for July was then approved on a Motion by Vice President Barb Kriner and seconded by Beth Rake. All voted in favor. Discussion then turned to the mower/mowing quotes. Beth Rake asked about priority of a mowing company; Brian Whitenight added we would definitely need a contract. President John Domanski stated we need the area that is mowed and will have Dan Gable calculate that for us to get quotes from lawn services. This will be tabled until later next month to gather data. Vice President Barb Kriner then spoke of her talks with Max Winn, auctioneer who is handling school items removal. He is still cleaning out the school and has had trouble getting help. It was suggested we could get some folks to help; the sooner it is empty the better it will be for us to move forward. Beth Rake asked if we could have a bonfire to get rid of the burnable items? Vice President Barb Kriner had been asked by the fire company if we remove part of the building could the fire company use it as a force entry training first. Contact will be made with Max Winn again to see where things are. New business for the evening began with establishing a budget committee for the 2022 budget. Members of committee working with Debbie Bausch will be Beth Rake, Vice President Barb Kriner, President John Domanski and Brian Whitenight. Next agenda item was Resolution 21-8-10, Request for Grant from the State of Pennsylvania. This was approved on a Motion by Vice President Barb Kriner, seconded by Beth Rake and approved by all. President John Domanski then talked about Mainzer Hill Road which has washed out. It has been filled in with stone by Robert C Young. It was part of the water run off issue and suggested payment to Robert Young in the amount of $5420.00 be taken from our American Relief Funds. This was approved on a Motion by Vice President Barb Kriner and seconded by Delavan Whitenight Jr. All voted for. Next conversation led by President John Domanski dealt with the meeting held today with the Danville Municipal Sewer Authority. There had been issues with our sewer limits being pumped to the Danville Station. We have exceeded our limits and our own private testing showed the same results. The Sewer Authority is going to recalculate the rates and parameters will be raised. Peter Fleming asked if it was the same type of testing done in the past. Brian Whitenight said it needs looked into more to see if we spiked our flows with a sharp turn or if they have increased gradually over the last several years. It was suggested we request records for at least 8 years back. President John Domanski said we did not have the expertise to decipher these reports. Beth Rake suggested having Don Shobert come in and look at them. Another issue at the Danville Pump Station is the pumps themselves. Two need overhauled and a third one should be purchased to be put on reserve. A new pump would cost about $29,724.00 and to overhaul a pump would be about $7052.00. President John Domanski recommends we move forward with upgrading the two pumps. Vice President Barb Kriner made a motion, pending conversation with Dan Gable, to contact Danville Sewer Authority on how to proceed with purchasing a new pump for the Danville Pump Station and overhaul the other two pumps, one at a time. Motion was seconded by Beth Rake and all voted for. A letter from resident Joseph Neizer was given to council for discussion. Letter will be forwarded to solicitor for his review. President John Domanski then moved forward to discuss the Schematic Plans submitted by Larson Design Group for the elementary school project. It was decided to have a work session to further lay out the design plans for the forthcoming offices relocation. Another topic was reviewed from last meeting in dealing with some poles being erected by PPL on right of way areas in a borough residential area. President John Domanski cautioned the residents should be careful with what they wish for in dealing with this issue. Right of way means no structures to be built on it. At approximately 7:45 pm, Vice President Barb Kriner made a motion to adjourn to an Executive Session. Seconded by Beth Rake. Regular Council Session Adjourned. 8:13 pm Vice President Barb Kriner made a Motion to Adjourn the Executive Eession and return to Regular Council. Seconded by Peter Fleming. Regular session resumed. Discussion then returned to the school talk. The school is considered a sound structure according to the engineer; however, mechanical, electrical and plumbing would all need redone. More will be discussed on Wednesday evening. At 8:21 pm, Brian Whitenight made a Motion to Adjourn the meeting; Seconded by Peter Fleming. Council adjourned.
