RIVERSIDE BOROUGH COUNCIL
The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, August 4, 2025 at 7:00pm. Meeting was called to order by President, Stephen Wagner. Council members present: Peter Fleming, Barb Kriner, Delavan Whitenight, Ken Gardner and Mike Steimling Sr. Also present was Attorney Michetti, Mayor Todd Oberdorf, Kerry Parkes Chief of Police, Dan Gable of the Street Department, Zoning Officer Brian Anderson and Secretary Lisa Fritz. Absent: John Domanski Citizens present: Drew Mumich and Rob Rickard Pledge of Allegiance Citizens to be Heard: Dave Decoteau addressed Council with concerns regarding a property he owns. He stated he does not do anything with the building because he gets fined. Zoning/Code Officer, Brian Anderson stated you do not get permits. Barb Kriner said she thought the Borough was still waiting for updated plans from Mr. Decoteau. Dave Decoteau would like to build a small ranch home on the property. He stated he does not use the property, Steve Wagner asked why he just doesn’t tear it down. Dave Decoteau stated he could not tear it down. Brian Anderson stated it is a blighted property and there are holes in the roof, the holes must be fixed. Brian stated demolition permits are good for one year from issuance date. There is not a permit for roof repair. Ken Gardner asked if the holes in the roof are covered with plywood, does that remove the category of ‘blighted’? Brian said, Yes it would remove the property from the blighted category. Ken complimented Dave Decoteau on what he did with the old garage. Old business: Delavan made a Motion to accept the meeting Minutes of 7/7/2025. Mike seconded the Motion. All in Favor. Update on Auction for the school front 7 acres-Peter made a Motion to set the auction for Saturday, September 27th at noon. Mike seconded. All in Favor. Steve ‘Thanked’ everyone who helped with WNEP TV’s, Go Joe 28 event in the park. There was a nice turnout of people. Zoning Officer Report: Brian Anderson issued the following permits~ Sewer - 2 Zoning - 3 Barb made a Motion to accept the Zoning report, removing the last sentence in his report that stated Mr. Decoteau fixed the holes on the roof of his property as requested; as this has not been done yet. Mike seconded. All in Favor. Street Department Report: Dan reported that paving is complete. Peter made a Motion to accept the Street Department report. Barb seconded. All in Favor. Southside Fire Company Report: Reports for the months of May and June were submitted. Delavan made a Motion to accept the reports, with Mike seconding. All in Favor. Police Report: Kerry reported the NIBRS switch is still in progress. Nation Night Out is scheduled for Tuesday, August 12th at the Southside Fire Company Carnival grounds. Duolingo App is being used by all Officers. Delavan made a Motion to accept the Police Report, with Barb seconding. All in Favor. Mayor’s Report: Todd Oberdorf read over his report. Todd stated Bruce Earlston has been mowing the Cemetery. Todd is working on finding the owner of the cemetery. Barb made a Motion to accept the report. Mike seconded. All in Favor. Solicitor Michetti Report: Ken Gardner made a Motion to accept bids for the .590 acres of land on the former school property at the October 6th Council meeting. Peter seconded the Motion. All in Favor. Borough Life: Barb reported the committee is working on the 250th Anniversary celebration on June 14, 2026 at the Airport in Riverside. Peter made a Motion to accept the Borough Life report. Delavan seconded. All in Favor. New Business: Mayor Todd Oberdorf, suggested updating some ordinances; particularly adding an ordinance prohibiting large vehicles parking near the Borough Park/Playground. Motion to Approve: Generator for Municipal building – one estimate was received for $12,000.00. More estimates will be sought. Barb made a Motion to approve a water conditioner for the Municipal building. Peter seconded. All in Favor. Peter made a Motion to appoint Barb Kriner to the position on the Earned Income Tax Committee, replacing April Shuman who resigned. Delavan seconded. All in Favor. Action Items: Smoke Testing for the West End will be discussed at the next meeting. A letter will be sent to Mr. Hoffa regarding the fact he cannot take ownership of the alleyway behind his property. At 8:23pm, Mike made a Motion to go into Executive Session for personal matters. Barb seconded. All in Favor. Council went back into Public Session at 8:55pm.
