Representatives from the PA Game Commission and USDA will be in the Borough on Monday morning, August 28th doing a site visit regarding the Vulture issue. The Following message was received from the Northumberland County Conservation District:
I am writing to inform you that we have detected West Nile Virus in Riverside Borough. The Mosquito Borne Disease Control team at the district is keeping a very close eye on the area and we have been treating mosquito breeding areas with larvae present. We have since set multiple adult mosquito traps to get a better idea of virus activity in the area, as well as adult mosquito populations. Residents may find doorhangers on their doors that outline ways that they can reduce breeding habitat in their own yards as well as other ways to protect themselves; these doorhangers have the districts information on them if they have any further questions. Even though there is a low risk of disease transmission, I am still encouraging residents to: Avoid peak mosquito hours by staying indoors.

The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, July 10, 2023 at 7:00pm. Meeting was called to order by President John Domanski. Council members present: Vice President Barb Kriner, Peter Fleming, Brian Whitenight, Beth Rake and Mayor John LaMotte Also present were Chief of Police Kerry Parkes, Street Superintendent Dan Gable, Zoning Officer Brian Anderson and Secretary Lisa Fritz. Absent from Meeting: Council Members Delavan Whitenight and April Shuman Pledge of Allegiance Citizens to be Heard: Resident, Michael Madara stated how the Vultures were damaging properties and asked if they could be re-located. Barb Kriner stated once all other options have been exhausted, the Vultures might possibly be re-located. USDA told Barb that due to warmer winters, the birds have not been migrating. Barb suggested residents send photos to the Borough for submission to USDA and/or the Game Commission. Residents, Brett and Anna Jeffreys asked Council what their thoughts were regarding Pickle Ball Courts on the Tennis Court area. Oliver and Maighread Kelly were also in the audience to talk about Pickle Ball Courts. Brett Jeffreys said the courts are 30’ x 60’. Oliver believes four (4) courts could be placed on the current tennis ball court. Beth will touch base with MARC. Resident, Nate Waite encouraged Council to consider a multi-use court. A letter was sent to Merck/Cherokee on May 23rd seeking a donation to help with the Pickle Ball Courts. Anna Jeffreys asked what the plans for the current Borough building were once the new building is completed. Anna Jeffreys questioned what will happen to the current Borough Building and Park once the new building is completed. John Domanski stated there is an upcoming meeting the Engineers to further discuss construction plans; but Council has not discussed what will be done with the current building. The Park will remain as is and be maintained by the Borough Street Department. There will also be a Park at the new facility. Resident, Jane Foust stated the Vultures pecked holes in her Solar pole cover, chewed pole noodles into small pieces left feces all over her fencing and pole area. She questioned Council if they something could be done to relocate them. Jane stated her neighbor had 21 trees removed due to the Vultures nesting in them. Jane also stated the Manhole cover at the intersection is very rough to drive over, she asked when it was going to be smoothed over. Barb Kriner stated PennDot plans to complete it when they repave Route 54. Dan Gable from the Street Department said they did fill in the area around that Manhole with cold patch. Resident, Jennifer Stem Thanked Dan and the other Street Department employees for doing Line Street. She said the drainage is much better now. Jennifer also stated she feels there needs to be better communication at letting the public know about projects. All projects, community events, etc. are place on Facebook, the Borough’s web page and advertised in the Press Enterprise or the Daily Item. Barb stated Council is setting up a Borough email account to notify residents of projects/work being done in the Borough and events. Resident Ken Gardner said an email is a good idea; however, he feels it is a lot of work. He suggested putting a summary of meetings in the Press Enterprise (page 3). Ken Gardner has spoken to neighbors about putting their trash in cans, not just putting a bag out. There is an Ordinance in the Borough stating trash must be put in a container. USDA has information on their webpage (www.aphis.usda.gov) regarding vultures. Barb stated duck decoys were recommended to help chase the vultures. Ken Gardner also asked if there could be a notice placed in the newspaper when there is a scam in the area. Old Business: Minutes of 6/5/2023 were read. Brian Whitenight made a motion to approve the Minutes, Barb Kriner seconded the Motion. All in favor. Zoning Officer Report: Brian Anderson read his report for the month of June, he stated there were not many permits issued. A doctor has inquired about installing a solar field behind Whitenights’, but the Whitenights’ did not want a solar field on their land. Property on Sunbury Rd with the dilapidated fencing is in foreclosure; therefore, the fence will not be repaired by the owner. Barb Kriner made a motion to approve the Zoning Report, Peter Fleming seconded. All in favor. Street Department Report: Dan Gable presented his report. Dan stated Dan will make arrangements for the pole by the gas station to be replaced now that the insurance money was received. The Janice Drive pump station needs an air release valve replacement, one is on order. Dan received an estimate from Steinbacher’s construction for roof repair at the Borough Municipal building, as the roof is leaking. Barb made a motion to hire Steinbacher’s to repair the roof. Beth Rake seconded the Motion. All in Favor. Beth made a motion to accept the Street Department report, with Barb seconding. All in Favor. Southside Fire Company Report: A report was not submitted. Police Report: Kerry Parkes presented his report. Kerry stated they had a lot of issues at Active Killer training. The Police have been doing Duolingo (Global language) training. Resident Oliver Kelly asked if they are seeing more interactions with other races. Kerry replies that they have, which is why they are doing the language training. Kerry asked Council if they have looked over the information for PACE Scheduler (employee time tracking), it is $1,600.00 per year. Barb made a motion to implement PACE Scheduler, with Beth seconding the motion. All in Favor. Barb Kriner motioned to accept the Police report, Brian Whitenight seconded. All in favor. Mayor’s Report: The Mayor did not present a report. Solicitor Michetti Report: A report was not submitted. Borough Life: Beth stated the Kipps Run Open Swim is still being held on July 15th, with a movie in the Park following the swim. Council discussed sending out postcards for future events. Beth made a motion to pay for the postage on postcards for events. Brian seconded. All in Favor. Barb Kriner made a motion to accept the Borough Life report, Peter Fleming seconded. All in Favor. New Business: No new business. Motion to Approve: Brian Whitenight made a Motion to the Danville Assembly of GOD Event in the Borough Park on July 26th from 5pm-8pm. Brian made a motion to permit the Church to hold the event, with Peter seconding. All in Favor. Action Items: Vultures: Residents can send pictures to the Borough’s email at [email protected]. The pictures will be sent to the Game Commission. Executive Session: At 8:14pm, Peter made a motion to move into Executive session. Barb seconded. All in Favor. At 9:15pm, Brian made a motion to go back into Regular Session. Barb seconded the motion. All in Favor. Barb made a motion to adjourn the meeting, Peter seconded the motion.
