The annual Student Art Open House is being held on March 22, from 4-6:30 p.m., at our district office in Sunbury, located at 106 Arch St. Residents of the 108th District are invited to attend this open house where we will feature and recognize artwork by students from area schools and art centers. If you have a child that is interested in submitting art work to be displayed at this event, please call my office 570-286-5885 at your earliest convenience. We have so much young talent in our area, and this is just one way we can show our appreciation for their creativity. My staff and I will be available at this open house to assist with any state-related issues. Refreshments will be prepared and served by SUN Area Technical Institute Food Service programs. The Riverside Borough Council met on Monday, February 5, 2018 in the Municipal Building, 415 Dewart Street, Riverside, PA. Evening began with an Executive Session. Regular Council meeting was called to order promptly at 7:00 pm by President Carolyn M. Bausch. In attendance this evening were Vice President Peter T Fleming, Council Members Caressa Compton, Beth Rake and John Novak, Solicitor Joseph Michetti, Mayor Joseph Oberdorf and Secretary Deborah Bausch. Absent this evening were Council Members Barbara Kriner and John Domanski. In the audience this evening were Rebekah Lenig, Ethan Benjamin, Nick Fowler, Paula Anderson and J.W. Snyder. Ethan Benjamin made a presentation to Council on his proposed Eagle Scout project. Ethan is a member of Boy Scout Troop 39. He explained Geocaching and has requested to install a geocache site at the Riverside Park. He is hoping to do 10 sites in the local Riverside/Danville area. He shared a video of the geocaching program. The site would be monitored by Ethan. On a Motion made by Caressa Compton and seconded by Beth Rake, approval was granted for Ethan to add a geocache to the Riverside Park. All voted in favor. J.W. Snyder then took the floor. He stated he was there on behalf of the residents of Mainzer Hill Road. Road needs work and is always a problem to travel. Bottoms of vehicles are being damaged. He was assured the Council is aware of this issue and had actually applied for a grant last year for repair of the roadway; however, the funding was not granted. Our streets department is still working on this project. Mr. Snyder did commend Dan Gable for all his work on the road. The Minutes of January 18, 2018 were reviewed and approved on a Motion by Caressa Compton, seconded by John Novak with all voting for approval. Brian Anderson, Zoning Officer, then presented his January report. Due to recent shoulder surgery, he is in an arm sling and unable to drive for several weeks. He has been in contact with the Danville School District regarding the proposed demolition of the Riverside School building. Zoning report was approved on a Motion by Peter Fleming and seconded by John Novak. All voted in favor. Police Chief Kerry J Parkes addressed council with his monthly report. He stated he has been pricing a new vehicle for his department. He left the quotes for the council to review and make a determination. Another topic of discussion was the resignation of Officer Kevin Romansik and the request for a part time officer. Chief Parkes did a synopsis of the cost for a part time officer and left this information with council as well for their review. Beth Rake made a Motion to accept the resignation of Kevin Romansik and approve the Chief’s Report for January. Motion was seconded by Caressa Compton. All voted in favor. Southside Fire Company Chief, Nick Fowler, then offered the Station 70 Monthly Fire Chief’s Report for January. He spoke of the back to back fires in our area recently. Caressa Compton inquired as to the number of volunteer firefighters onboard and if is there some program to recruit new members. Nick said there is an extensive program required to be certified including many hours of training. Nick also provided a January Statistics sheet which he explained to Council. Report was approved on a Motion by Caressa Compton, seconded by Peter Fleming and all voted for. Mayor Joseph Oberdorf advised the Chief had been in touch with him on several items. He feels a part time officer could be an asset to the community but it would be up to council to decide. Questions were raised if it will be limited hours or a cap for the year on hours as well as being scheduled for shifts or on a just as needed basis. On a Motion by Caressa Compton and seconded by Peter Fleming, the Mayor’s Report was approved. All voted in favor. Solicitor Joseph Michetti the presented the council with the sealed bids to be opened for two tracts of land in the borough. The first parcel, #241-127-11 is located at Third and Logan and presently has a shed on the property. This was the only parcel for which bids were received. Sealed bids were opened with the following results: Rebekah Lenig - $5,000.00 Glenn Hinkle - $2,678.85 Bernard Mayan - $1,101.00 Rebekah Lenig was in the audience and the winner of the sale. Solicitor Michetti stated a Quit Claim deed will be drawn up for her. Process is to be handled within 30 days. Rebekah left the required 10 per cent bid price with the secretary this evening. Motion to approve the bid as well as the Solicitor report was made by Beth Rake and seconded by John Novak. All voted for. Next agenda item was the Montour County COG. Peter Fleming is our current representative but would like to step down. After some discussion, Caressa Compton stated she would take the position as Riverside Representative on the COG; Peter Fleming will remain as an Alternate representative. Beth Rake made a Motion to appoint Caressa Compton and Peter Fleming to the Montour County COG board; seconded by John Novak. All voted in favor. Dumpster Day was discussed. Mike Heaps had requested less afternoon hours for the event. Afternoon business is slow and Nick Fowler had verified that information earlier in the meeting. After discussion it was agreed the hours would be changed to 7 AM - 1 PM. Day was set as May 5, 2018. Caressa Compton made the motion to accept May 5th, 7am-1pm as the Dumpster Day in Riverside Borough. Seconded by Peter Fleming. All voted in favor. Final agenda item for this evening was the Resolution for Northumberland County Hazard Mitigation Plan. This Resolution, 18-02-05 was adopted by Motion of Peter Fleming and seconded by John Novak; all voted in favor. At approximately 8:05 pm, Caressa Compton made a Motion to Adjourn. Hours of sale are Monday, 2/12 - 3 pm - 9 pm; Tuesday, 2/13 - 6 am - 1 pm. Donuts will include sugar packets for those wishing to coat their donuts. Easter eggs include peanut butter with milk or dark chocolate, coconut cream, chewy coconut, divinity and almond joy. Due to the extreme fluctuations in temperatures this winter, coupled with an active snow season, PennDOT is reporting an early outbreak of potholes. Motorists can report potholes and other roadway concerns on state roads by calling 1-800-FIX-ROAD or visiting www.penndot.gov and clicking on “Submit Roadway Feedback.”
When reporting a pothole, be as specific as possible as to pothole locations or other maintenance concerns such as deer removal or signing issues. For state routes, report the county, municipality, street name and route number, or the state route (SR) number that can be found on small black and white signs posted along state roadways. Also provide a description of any familiar landmarks that will help PennDOT locate the problem area. A pothole develops when water seeps below the road through small cracks in the pavement surface. As the water repeatedly freezes and thaws due to temperature fluctuations, a cavity forms below the surface and larger cracks develop, which destroys the strength of the pavement. The Riverside Borough Council met on Monday, January 15, 2018 in the Municipal Building, 415 Dewart Street, Riverside, PA. Meeting was called to order by President Carolyn Bausch. In attendance tonight were Council Vice President, Peter Fleming and council members Barb Kriner, Beth Rake and John Domanski and John Novak. Absent this evening was Council member Caressa Compton. Also in attendance were Mayor Joseph Oberdorf and Secretary Deborah Bausch. Our audience this evening consisted of Matt Kalcich, Larson Design Group and Karen Blackledge, the Danville News. Matt Kalcich addressed council with an update on the sewer mapping system that has been done by Larson Design Group. This mapping was in coordination with the MS-4 Waiver application which LDG processed on behalf of the Borough. He reviewed additional costs to upgrade and purchase additional software and licenses. Dan Gable, Street Superintendent, was present this evening and stated he was going to be receiving a wall map which will be invaluable to his staff; it will show the manholes and flows in the lines. On a Motion by Peter Fleming, it was decided to stay with the package we currently have; seconded by John Domanski. All voted in favor. On another issue with LDG, a Motion was made by Barb Kriner to retain LDG as the Borough Engineer; seconded by John Domanski. All voted in favor. Minutes of January 2, 2018 were approved on a Motion by John Domanski and seconded by Barb Kriner. All voted in favor. Budget report for December was approved on a Motion by Barb Kriner; seconded by John Novak and approved by all in attendance. Nick Fowler, Southside Fire Chief, then addressed Council with the Southside Fire Company report for December and also presented the Year to Date Statistics. Tree sales were the majority of the report and discussion was held regarding home owners not properly identifying their homes which can be an issue for first responders. It was recommended homeowners list both new and old addresses until the GPS systems have been updated. John Domanski inquired about why other ambulance services were responding to our area rather than Danville. Nick stated Danville is called first; however, if they are not available other areas are contacted to assist. Nick stated he had 2 questions for council. First question concerns the bridge to the Kipps Run Mobile Home Park. He asked if the weight limit was known since this is a safety factor for firetrucks that may need to respond to calls there; street is now renamed to Creekside Circle. His second issue is that GPS maps are not updated and it is causing confusion for responders. John Novak responded that it was to be at least 4 months until the updates were in place. Nick stated donation money had been received and radios were purchased. In June 2019 new high band radios will be needed and will cost between $4000.00 and $5000.00 each. Southside Fire Company report was approved on a Motion by John Domanski and seconded by Barb Kriner. All voted for. Dan Gable, Street Department Superintendent, then took the floor to address council. He stated the gas company is doing well installing lines for residents but due to current weather work has come to a standstill. The Street Department has been busy checking lights and removing snow and ice. Our stockpile is in good shape for any upcoming storms. Report was approved on a Motion by Beth Rake and seconded by Peter Fleming. All voted in favor. Council President Carolyn Bausch then recapped an email received from Ethan Benjamin. He is going to work on his Eagle Scout project and would like to make the park a geocache spot. He will be present at the February 5 meeting to present his request. New Business included the Northumberland County Hazard Mitigation Plan Resolution as provided by our EMA Director, M Todd Oberdorf. Resolution will be reviewed and voted on at the next council meeting. John Domanski inquired about the need for 2 meetings each month and felt the second meeting may not be necessary. It was noted that if the agenda is limited, meeting can be cancelled. At approximately 7:33 pm, a Motion was made by Barb Kriner to adjourn the Regular Council session to an Executive Session. Seconded by John Novak. Regular Council adjourned. Barb Kriner made a Motion to adjourn the Executive Session at 8:08 pm and return to a Regular council Session. Seconded by John Domanski.
