The Riverside Borough Council met on Monday, May 2, 2016 in the Municipal Building, 301 Dewart Street, Riverside, PA. Meeting was called to order promptly at 7:00 pm by Council President John J. Novak. In attendance this evening were Vice President Peter Fleming, Council Members Carolyn Bausch, Barb Kriner, Beth Hancock and John Domanski. Solicitor Joseph Michetti, Mayor Joseph Oberdorf and Secretary Deborah Bausch were also present. Absent this evening was Council member Caressa Compton. Audience this evening included George Buckley and Jenna Cole. Ms. Cole was here to observe the proceedings of a council meeting as part of her Environmental Services Class. Mr. Buckley spoke about an ongoing issue he has with some dead ash trees on a property that abuts his property. The trees are not on borough property but on a property owned by another resident. He provided a photo from a year ago of the condition of the trees. Mr. Buckley was told there was nothing the borough could do about the trees since they are not on our right of way. Should they come down and damage his property in any manner, he should contact his insurance carrier. Minutes of the April 18, 2016 meeting were approved on a Motion by Barb Kriner and seconded by Peter Fleming. All voted in favor. Financial Reports were approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All approved and Motion carried. Police Chief Kerry Parkes presented the Police Report for April. He stated we now have IFAKS(Individual First Aid Kits) that are for use on an officer if wounded. Other first aid kits remain in the vehicles when responding to an accident scene or other medical needs of victims. Officers were trained in their use; policy manual has been updated. An update on the TRAC program was done including the need for printers for the cars when we get accepted into the program. We have the computers and upgrades we need to be on the list to receive the TRAC program. The final topic by Chief Parkes was the need for new Tasers. There is a new 5 year plan available to replace our current tasers with updated models and necessary equipment such as holsters and batteries. We would receive credit for the tasers we currently own. On a Motion by Barb Kriner and Seconded by John Domanski, approval was given for a contract to be gotten for the 5 year taser program. This will run approximately $792 per year and will be a line added item in the new budgets beginning in 2017. Motion approved by all present. The police report was accepted on a Motion by John Domanski and seconded by Barb Kriner. All voted in favor. Street Department Superintendent Danny Gable was next on the floor. He presented his report and voiced a concern over the one week leaf pick up in the spring. Many residents abused this week’s program. Bags were received with glass clippings as well as mulch and twigs in them. After much discussion, it was decided to discontinue the one week spring pick up next year. The next item was a letter of Retirement submitted by Walter Bostian. Council wanted to personally thank Walt for his diligence and dedication to the Borough for over 41 years. Letter was accepted on a Motion by Carolyn Bausch and seconded by Barb Kriner. All voted in Favor. The Dumpster Day report submitted by Nicholas Fowler was also presented. Street Report was accepted and approved by a Motion made by John Domanski and seconded by Barb Kriner. All voted in favor. There was no Southside Report this evening; it will be at the next meeting on May 16, 2016. Barb Kriner then presented a Code Enforcement Report. Properties at 413 Avenue F and 196 D & H Avenue have had 5 citations each issued. 912 Sunbury Road has a pending sale; further action on this property will be tabled for 60 days to see how sale progresses and corrections remedied. A letter from property owner at 100 D & H Avenue was reviewed. It will be requested that the Zoning officer make an appointment to meet with the property owner and get an official update on the progress there. Elysburg Road has no changes; weather is improving and hopefully owner will resume cleanup operations there. 330 Avenue F has been sent a final notice before a citation will be issued. Solicitor Michetti emphasized that Jackie Hart should call him regarding these properties. Report was approved on a Motion by John Domanski and seconded by Peter Fleming. All voted in favor. Mayor Joseph Oberdorf spoke of the upcoming Memorial Day Service at the Park on May 29th beginning at 11:15 am. Guest speaker will be Dane Egli, a former Riverside resident. It was also noted of the upcoming Ribbon Cutting Ceremony with UGI on May 11th at 11:00 am at the Municipal Building. Dan Gable stated the final restoration projects are currently underway in the borough. Mayor report was approved on a Motion by Barb Kriner and seconded by Carolyn Bausch. All voted in favor. Solicitor Michetti had no report this evening. On a Motion by John Novak and seconded by John Domanski, Council convened to an Executive Session from the Regular session at 7:50 pm. At 8:20 pm, on a Motion by Carolyn Bausch and seconded by Barb Kriner, Council exited the Executive Session and Resumed the Regular Session of Council. Based on the retirement letter of Walter Bostian, a Motion was made by Barb Kriner and seconded by John Domanski to begin advertising for a new employee for the street department. All voted in favor and Motion carried. At 8:25 pm John Domanski made a Motion to adjourn the Council meeting; seconded by Carolyn Bausch. Respectfully Submitted: Deborah Bausch Secretary
