RIVERSIDE BOROUGH COUNCIL BUDGET MEETING MINUTES
The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, November 17, 2025 at 7:00pm for a Budget Meeting. Council members present: Stephen Wagner, Peter Fleming, John Domanski, Barb Kriner, Ken Gardner and Mike Steimling Sr. Also present was Mayor Todd Oberdorf and Secretary Lisa Fritz. Absent: Delavan Whitenight Citizens present: C.L. Kriner Resident, C.L. Kriner addressed Council about not filling the vacant Police Officer position. Ken said there was two Officers on duty during the day, which are not needed. Mr Kriner asked Ken Gardner if Council ever addressed the issue with the Chief of two officers on duty during the day. Ken answered, No. Mike asked what was the fourth Officer hired at to begin with? Mike also stated, we need to look at the Budget before we hire. Barb stated we have $454,000.00 in Reserve and are waiting for $750,000.00 when the school building closes. Resident, C.L. Kriner stated that if the Office would not have left, you would still be paying him. C. L. Kriner stated the amin purpose of Government is to protect its citizens. Steve Thanked Mr. Kriner and said the position would be discussed after the Final Budget. Discussion held about Merck buying the property would not generate additional revenue, if the sale does not go through with the current buyer. Ken Gardner suggested to contact PA Local Government Investment Funding to inquire about CD’s. He stated some have interest rates of 3.8, 3.88 or 4.04. Steve Wagner said the .65% interest is not acceptable and we need to shop around. John Domanski stated Mahoning Township is getting 4% interest. Mike Steimling would like to set up layered CD’S, so money would be more readily available without penalty if needed. Steve stated we will be moving onto the East End Sewer project in 2026 and will need a Grant and a loan. Delinquent Sewer: Barb suggested mailing letter out in January 2026 for those who are behind in sewer payments. Steve stated it will be discussed at the December 1st Council Meeting. At 7:53PM, Barb made a Motion to move into Executive Session for personnel issues. Mike seconded. All in Favor. At 8:32PM, Mike made a Motion to move back into Regular Session. Peter seconded the Motion. All in Favor. Ken Motioned to approve the tentative General, Sewer and Liquid Budgets; using money out of the Platinum CD to cover the General Fund Deficit and using money out of the Sewer General Fund to cover the Sewer Deficit. Peter seconded. John and Mike approved the Motion. Barb opposed due to not hiring a fourth Police Officer. Should denote in the Minutes, the Motion carried. At 8:35PM, Mike made a Motion to Adjourn.
