RIVERSIDE BOROUGH COUNCIL
The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, May 19, 2025 at 7:00pm. Meeting was called to order by President, Stephen Wagner. Council members present: Peter Fleming, John Domanski, Barb Kriner, Delavan Whitenight, Ken Gardner and Mike Steimling Sr. Also present were Mayor Todd Oberdorf and Secretary Lisa Fritz Absent: Citizens present: Drew Mumich Pledge of Allegiance Citizens to be Heard: Old business: John Domanski made a Motion to approve the 5/5/2025 meeting minutes. Mike Steimling seconded the Motion. All in Favor. Barb questioned if the paving bid amounts were printed in minutes, they are not printed. Appraisal of front 7 acres school property – Discussion was held regarding the appraisal of the front seven (7) acres of the former school property. John does not feel the building should be torn down, sell ‘As Is’. Steve agreed. Barb stated the school property was initially purchased with an overage in the sewer and tax accounts; stating ‘we’, the Borough, bought the property to give back to the community. Barb suggested a park with a playground, walking trail and picnic area. John said, yes, we own the property, but where is all the money going to come from to do anything with the property. Barb suggested asking the Grant writer to look for grants. Mike said he is not opposed to reviewing Barb’s suggestions. Steve stated an estimate was given to demolish the former school building in the amount of $149,000.00. John made a Motion approving Beverly Attkisson to do two (2) appraisals, one for 60’ right-of-way and one for the land with building on it. Motion approved. Barb voted, No. New Business: Pest control for the Borough building – Steve said there are pests coming in through the deteriorated window frames in the Borough office, there are newer windows in the police station and in the zoning office. Peter made a Motion to get three (3) estimates for pest control. Ken seconded. All in Favor. Steve mentioned other areas of the municipal building that need repaired: sewer line is crushed, water quality is at a bad level, well pump needs replaced, roof is leaking in the police station, and window wells to the basement are leaking. Steve also mentioned there are shutters in the basement that could be painted and put onto the building. Barb asked how much money are we, the Borough, willing to put into this building. Motion to Approve: Discussion was held on funding to pay for the backhoe; with funds coming from the following accounts, Liquid Fuels-20% of allocated money received, $100,000.00 from the school land sale and approximately $13,000.00 from the Sewer account. All Council Members were in Favor of the monies from three (3) accounts to pay for the backhoe. Discussion held on payment for the storm sewer pipe replacement, money will come out of the sewer account, until the Street department CD matures next year, then the monies will be replaced from the Street Department CD. Street paving will be paid out of the Money Market account in the amount of $51,000.00. All in Favor of using funding out of the Sewer CD and the Platinum CD. Action Items: Mayor, Todd Oberdorf said he was contacted by the Moose Administrator asking if the Borough would be interested in placing Veteran’s flags on poles. Todd will get more information and present it at the next Council meeting. Todd also mentioned the signs being placed at the English Garden, two trees will be cut down for the sign placement. There will be a ceremony during the week of the Iron Heritage Festival in Danville. At 7:38pm, Mike made a Motion to go into Executive Session to discuss Personnel issues. Barb seconded. All in Favor. Council moved back into the public session at 9:05pm. No further business was discussed. John made a Motion to adjourn at 9:06pm. Ken seconded. All in Favor.
