RIVERSIDE BOROUGH COUNCIL
The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, April 17, 2023 at 7:00pm. Meeting was called to order by President John Domanski. Council members present: Vice President Barb Kriner, Peter Fleming, April Shuman and Beth Rake. Also present was Secretary, Lisa Fritz. Absent: Mayor, John LaMotte, Council Members Brian Whitenight and Delavan Whitenight, Jr. Pledge of Allegiance Citizens to Be Heard: Ken Gardner was present in the audience. He stated he has sewage leaking into his basement from blocked lines. This has happened several times. He asked the Borough if they could clean the line from the right-of-way to the main and continue to clean it to prevent problems. John Domanski will talk to Dan Gable, Street Department Supervisor and go look at the line. John stated it will be corrected. Ken paid a bill to have his line unclogged. Barb Kriner made a motion to reimburse Ken for the bill he paid to Adams Sewer & Drain Cleaning. Beth Rake seconded the motion. All in Favor. Old business: Approval of the minutes of April 3, 2023 was done by Motion from Barb Kriner and seconded by Peter Fleming. All in Favor. Borough Life: April Shuman mentioned an upcoming event being held by Geisinger Medical Center for new incoming Physician Residents. The event will be held on Monday, June 19th on Mill Street in Danville from 4:30pm until 8:00pm. April suggested that Council put a stand at the event to promote events happening in Riverside Borough. April will have more information regarding the event for the next Council meeting. April submitted a report from the Boro Life Committee stating they purchased $60.00 worth of candy and added the candy to with the Southside Fire Company for kids in the Egg Hunt on April 8th. The Boro Life committee also held a Chinese auction and made $313.00 which will be used for community events. All events are free to Riverside residents and their families. People can stay updated on events by following the Boro Life Facebook page. A huge Thank You to all who participated. New Business: Barb Kriner said a lady sent a message through Messenger on Facebook asking if a wall could be put up for Pickle Ball practice on the court at the playground. John Domanski feels Council needs more information before they construct a wall on the court. April suggested perhaps it could be looked into when the new building is completed. Motion to Approve: Barb Kriner made a motion to accept the estimate from TRA Electric for inspecting the lighting on the bridge. April seconded. All in Favor. The Non-Uniform Employee Handbook has been revised by Council Members and will be sent to the Solicitor for review. The Handbook should be in effect on May 1, 2023 pending review by the Solicitor. Barb applauded everyone for their dedication on updating the handbook. April stated handbooks should be reviewed/updated every year. Action Items: John Domanski read a letter received from John LaMotte, The Mayor, stating he is unable to participate/plan the Memorial Day service this year. Council decided to move the Memorial Day Service to 1:00pm on Sunday, May 28th; as to not interfere with Church Services. Beth stated that Kerry Parkes is willing to help, Beth will also contact the Danville Area Community Band. April will contact Greg Molter. Lisa will contact the Veteran’s Affairs Office. Barb Kriner stated she is very disappointed in the Mayor’s lack of participation and attendance at Meetings. She said we need an active Mayor. Chief of Police, Kerry Parkes submitted a letter stating that he contacted the Grant Writer, Sara Hailstone from Hailstone Economics to ask about writing grants for the police department. Sara stated the contract with the Borough is a general per hour contract and there is no specific designation on what she could write grants for. Kerry wanted Sara to write a grant for a new antenna for on the building for their radios, but time is limited. Kerry has an estimate for approximately for $2,800.00 for the new antenna. Peter Fleming made a motion to cover the bill, with April seconding the motion. All in Favor. At 7:52pm, Barb made a motion to move into Executive Session, Beth seconded. All in Favor. The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, April 3, 2023 at 7:00pm. Meeting was called to order by President John Domanski. Council members present: Vice President Barb Kriner, Peter Fleming, Brian Whitenight, April Shuman and Beth Rake. Also present were Solicitor Joseph Michetti Jr., Chief of Police Kerry Parkes, Street Superintendent Dan Gable and Secretary Lisa Fritz. Absent from Meeting: Delavan Whitenight, Council Member; John LaMotte, Mayor and Zoning Officer, Brian Anderson. Pledge of Allegiance Citizens to be Heard: Kay Shade, Andy & Gretchen Knouse and Ken Gardner. Gretchen and Andy Knouse Thanked the Borough for choosing their property to install the ‘Welcome To Riverside’ sign. They plan to plant some small bushes/flowers around the posts. John Domanski spoke with Dan Merrill regarding plants, he suggested some slow growing plants. Kay Shade stated the noise from the fireworks on Saturday evening 4/1, went on for an awful long time. Brian Whitenight was doing a State mandated PGI (Pyrotechnics Guild International) from 7:00pm until 8:55pm. Andy Knouse questioned why there were fireworks in the afternoon. Brian stated those fireworks were a PGI course for new applicants whom must get certified to set off fireworks. Brian stated it was posted on FaceBook and other social media sites that fireworks were going to be set off. Barb Kriner suggested it be advertised next time. Resident Kay Shade is concerned about what is being done to the community of Riverside, she said it used to be a quiet, peaceful place to live. Brian stated that the gusty winds will cause a louder noise with the fireworks. Brian said that distance and safety is covered for the fireworks. Resident, Ken Gardner stated he was in attendance to observe. He did feel the noise was ridiculous and felt the fireworks went on for a long time. Andy Knouse asked if he could set off fireworks in his yard. Brian said no, due to the fact you need to have a 150 foot clearance. However, fountains and low ground fireworks sold in stores are legal. John Domanski stated fireworks must be within the confinements of the State Law. Kerry stated consumer fireworks are legal. The noise ordinance for the Borough is ‘No Noise during the hours of 10:00pm until 10:00am’. Kerry and Brian are working on updating the Borough Code to match the State Law. Old Business: Minutes of 3/20/2023 were read. Brian Whitenight made a motion to approve the Minutes, Barb Kriner seconded the Motion. All in favor. Barb Kriner made a Motion to accept the Minutes of the 3/1/2023 meeting with Larson Design group. Peter Fleming seconded. All in Favor. Zoning Officer Report: Beth Rake made a motion to approve the Zoning Report, Barb Kriner seconded. All in favor. Street Department Report: Dan Gable read over his report. Dan is getting another quote for a generator from DMS. Dan stated there is sediment build-up on Sabra Way and he believes it is the responsibility of the Home Owners Association to clean the detention pond. John Domanski recommended a certified letter be sent to the home owners in Sabra Way to have the retention pond cleaned out on a regular basis. Beth Rake suggested pot holes on Sunbury Rd be filled in when possible. Beth Rake made a motion to accept the Street Department report. Peter Fleming seconded the motion. All in favor. Southside Fire Company Report: Brian Whitenight “Thanked” the Fire Company for going to the fireworks testing on Saturday, April 1st. The Southside Fireman’s Carnival is May 23rd through May 27th. The Pet & Toy Parade will be held on Wednesday, May 24th. Local Bands will play music every evening. Peter Fleming made a motion to accept the report and Brian Whitenight seconded the motion. All in favor. Police Report: Kerry Parkes read his report. Kerry stated Northumberland County no longer has HMR Department for mental health issues. The Police Department was not awarded the ‘Local Law Enforcement Grant’ this year. Kerry plans to meet with Senator Lynda Schlegel Culver to discuss why Northumberland County Police Departments did not receive the Grant. Kerry asked Council if he could contact the Grant Writer to do grants for the Police Department. Solicitor, Attorney Michetti suggested he contact the Grant Writer to check on their scope of work and what the additional fees might be. John Domanski feels the Borough should ask the Grant Writer to work on Grants for the Sewer projects. Kerry mentioned SCAMS; the FBI does not require Green Dot transfers to unlock your computer. Social Security does not call your house to ask for your information, as they have it. Kerry reminded people that Spring is around the corner and the Police will be enforcing the ‘Quality of Life’ program, so residents need to do their spring cleaning. Resident, Ken Gardner questioned the meaning of spring cleaning. He stated there are dilapidated structures that need addressed. Kerry said blighted properties are the responsibility of the Zoning/Code Officer. Barb Kriner said, “Our Police Department does an amazing job patrolling the area and in potential dangerous situations.” Barb Kriner motioned to accept the Police report, Peter Fleming seconded. All in favor. Mayor’s Report: No report was submitted. Solicitor Michetti Report: Attorney Michetti recommended the Borough maintain and or replace the lights on the bridge, as per the agreement between the Borough and PennDot. Dan Gable stated the old boxes are obsolete and new LED lighting is recommended. Dan will get quotes for both the boxes and the LED lights. Riverside has 6 lights located on the bridge. Barb made a motion to replace the boxes and the lights, not to exceed $11,000.00. Barb Kriner made a motion to accept the Solicitors Report, with Peter Fleming seconding. All in Favor. Borough Life: There is a Basket Raffle being held. Drawing is immediately after the Easter Egg Hunt on Saturday, April 8th, 10:00am, at the Southside Fire Company. Beth Rake made a motion to accept the Borough Life report, Peter seconded. All in Favor. New Business: Boy Scout Troop 33 will be collecting items for Dumpster Day for members of St. Peter’s Church that are Riverside residents. The Boy Scouts will take the items to the dumpsters. John Domanski proposed that Dan Gable be in charge of Dumpster Day. Barb made a motion to have Dan supervise Dumpster Day. Brian seconded. All in Favor. Motion to Approve: Replacement of two (2) “No Left Turn Signs” was accepted from TRA Electric in the amount of $8,780.00. Barb Kriner made a motion to accept the estimates, with Brian Whitenight seconding the motion. All in favor. The Solicitor opened a sealed envelope containing a quote for manhole replacement in the amount of $12,000.00. There was also another quote received from USG in the amount of $70,000.00. John Domanski recommended that all 12 manholes replaced. Brian Whitenight made a motion to accept the quote from Adams Drain and Cleaning in the amount of $12,000.00. Beth Rake seconded the motion. All in Favor. Action Items: PennDot Traffic Study; a letter was received from PennDot stating they would do the decal on the roadway coming East, but the Borough must purchase the decal and maintain the marking. Danville has road markings for RT 11, but PennDot maintains that marking. Barb Kriner stated Danville’s PennDot representative is a local person and Riverside has a representative from outside the area for Northumberland County. John Domanski would like to set up a meeting with PennDot Officials to further discuss the roadway markings. A letter was received from the Pennsylvania Department of Environmental Protection approving the sewage development for the Pine Hurst Acres Subdivision. Pump Station Generator - Danville Borough sent a quote for a new generator in the amount of $125,000.00. Dan Gable is getting a second quote for a new generator. Peter Fleming asked if Riverside could re-visit the contract with Danville Borough. Employee Handbook – April Shuman stated the employee handbook is almost updated. Council will review and vote on approval of the updated Employee Handbook at the May Council Meeting. Executive Session: At 8:25pm, Barb made a motion to move into Executive session. Peter seconded. All in Favor. At 8:42pm, Brian made a motion to go back into Regular Session. Beth seconded the motion. All in Favor. Barb Kriner suggested to nullify the Borough Manager Ordinance. Council decided to table the discussion until the next meeting. No Action was taken. Beth made a motion to adjourn the meeting, Brian seconded the motion. Council adjourned at 8:45 o’clock pm. The Riverside Borough Council met in the Municipal Building, 415 Dewart Street, Riverside on Monday, March 20, 2023 at 7:00pm. Meeting was called to order by President John Domanski. Council members present: Vice President Barb Kriner, Peter Fleming, Brian Whitenight, Delavan Whitenight, Jr. and April Shuman. Also present was Secretary, Lisa Fritz. Absent: Mayor, John LaMotte and Council Member, Beth Rake. There were no citizens present. Pledge of Allegiance Old business: Approval of the minutes of March 6, 2023 was done by Motion from Brian Whitenight and seconded by Delavan Whitenight Jr. All in Favor. Borough Life: April Shuman touched base on the upcoming events in the Borough. Barb Kriner made a Motion to permit members from the Assembly of GOD Church to hold an Egg Hunt in the Borough Park on Saturday, April 8 at 11:00am. Peter Fleming seconded the motion. All in Favor. New Business: Kerry Parkes told John Domanski that the Police Cruiser is back from being repaired by students at the Vo-Tech School. Kerry stated he would like to do something for the kids for repairing the vehicle, such as a pizza party. Brian made a motion for the Police to pay for a pizza party, not to exceed $200.00. Barb seconded the motion. All in Favor. Barb Kriner stated the commercial sewer rates will be finalized and sent to the Solicitor, Attorney Michetti for review and approval. John Domanski thinks each business should be billed individually, including residential properties that have a business at their home. John stated Les Taylor from Merck/Cherokee contacted him about setting up a meeting with Riverside Borough and Danville Borough regarding the pumping of chemical waste after the plant closes. Peter spoke with Danville Sewer Plant Personnel, they indicated the Danville Plant is not equipped to treat the underground waste water from Merck/Cherokee. Delavan Whitenight expressed concern that if Danville does take the waste, then if they cannot or just stops handling it, what would happen. Peter stated he would like to know exactly what contaminates are in Merck’s waste. John stated that Dan Gable gave an update on the sewer tanks and manhole replacement: West End – A. there are 51 tanks B. 8-10 private pumps (lift stations) The Borough will pay for the pump and the tank to be installed. After installation, the property owner is responsible for maintenance. Sunbury Road Manholes – A. there are 15 total manholes B. 11 need new rings and lids: one (1) manhole is in an alley, which will not affect paving and four (4) are repaired. The Borough is going to order the rings, lids and gaskets, USG (Utility Services Group, Inc) will do the work. Funding will come out of Grant monies. Manhole work will be done during the daytime hours; paving will be done at night. Motion to Approve: Borough Office bathroom ceiling repair: Barb Kriner made a motion to hire Steinbacher’s to repair the ceiling in the bathroom. April seconded. All in Favor. Action Items: Barb Kriner has been working with Lisa, Borough Secretary, to complete reconciliations for our bank accounts. An error was discovered from January-February 2022 in Liquid Fuels and we did not want to move further until we had a better understanding of what all was going on. Barb Kriner met with Shannon Berkey to take a closer look at Liquid Fuels and the Sewer account. Additional errors were discovered. At that point the recommendation was to either make adjustments to the accounts and move forward with the reconciliations or have a third party accountant go through all accounts for January-March 2022 to make sure the reconciliations were correct then have Lisa more forward from there. Council was also made aware of an adjustment our accounting company made to our General account in March 2022 of a substantial amount. With no explanation from our Accounting firm of why that adjustment was necessary Barb Kriner contacted several other Accounting Companies to see if we could get someone to come in and go through the accounts for that time period. John Domanski suggested that maybe we need to go back to 2021 and start from there. Barb Kriner contacted several companies and has been in contact with Klacik & Associates. Our first decision we need to make is to better define the scope of work that we want to have done. John Domanski suggested that they be contacted to see if they could send someone to a meeting at the office to look at our accounts to better understand what information we will need to provide them. Barb Kriner will follow up with them and report additional information for the next council meeting. Barb Kriner will also make contact with our accounting company, Wagner, Dreese, Elsasser & Associates to find out about the adjustment they made to our account and why that was necessary. John Domanski feels an audit should be done going back to and including the year of 2021. At 8:19pm, John Domanski to move into Executive Session, Barb seconded. All in Favor. Council members present: Vice President Barb Kriner, Peter Fleming, Brian Whitenight, April Shuman and Beth Rake. Also present were Solicitor Joseph Michetti Jr., Chief of Police Kerry Parkes, Street Superintendent Dan Gable and Secretary Lisa Fritz. Absent from Meeting: Delavan Whitenight, Council Member and John LaMotte, Mayor Pledge of Allegiance Citizens to be Heard: There were no Citizens present in the audience. Old Business: Minutes of 2/20/2023 were read. Brian Whitenight made a motion to approve the Minutes, Beth Rake seconded the Motion. All in favor. Zoning Officer Report: Brian Anderson presented his report. He stated he spoke with the owner of the property with the fence issue. The owner told Brian that Home Depot and Lowes were sold out, but will get supplies to repair the fencing as soon as possible. John Domanski asked Brian if anything could be done about the property on Sunbury Rd heading to Avenue D, with stuff all along the fencing. Brian stated there is nothing the he can do because it is just limbs on the owners’ private property; as long any debris is not in a Right-of Way. John Domanski also asked Brian to check on a property owned by Brown, as the fence is falling over. Barb Kriner asked Brian to check on some properties on Sudol Rd that has roofs falling in. Barb Kriner made a motion to approve the Zoning Report, Beth Rake seconded. All in favor. Street Department Report: Dan Gable presented his report and he also did a presentation on “Man Hours vs. Work Load”. Dan stated he is pulled away from his duties many times; making them short-handed at times. Dan asked if the part-time Street employee, Nathan Apple could be given full-time for the remainder of the year and possibly for next year (2024). Beth Rake stated that Council has talked for years about hiring a fourth person for the Street Department. John Domanski said they might budget for a fourth person in 2024. Peter Fleming made a motion to extend full-time for Nathan until 7/1/23. Beth Rake seconded the motion. All in Favor. Barb Kriner mentioned at a meeting with LDG (Larson Design Group), 48 manholes were documented as needing to be replaced. Dan said seven (7) manholes are really bad, especially the adjustable riser manholes. Peter Fleming asked about the lids on Avenue G. Dan said they cannot get the lids off of some. Barb Kriner said Chip Adams opened all the manholes that the Borough could not open. Dan stated the lids Chip Adams put in, have an “O Ring” to prevent seepage from entering. John Domanski asked Dan who notifies the Street Department if the roadways are bad from inclement weather. Dan stated sometimes, the Police on duty or he, himself decides. Barb Kriner made a motion to accept the Street Department report. Peter Fleming seconded the motion. All in favor. Southside Fire Company Report: Beth Rake made a motion to accept the report and Brian Whitenight seconded the motion. All in favor. Police Report: Kerry Parkes read his report. Kerry touched base on Scams, he stated “If you win a prize, you do not need to pay for it, especially if you did not enter a contest.” The Police truck is at the Vo-Tech School having scratches removed. The Police Department received two (2) ‘Thank You’ letters. One from an Attorney for the diligence that Officer Eamon Shoff showed in handling a matter. The second letter was from Geisinger Medical Center for the professional response by the Police Department regarding the tragic murder of a Geisinger employee on December 30, 2022. Kerry and Brian Whitenight suggested a few changes to the Borough’s Noise Code in regards to Act 74 Fireworks Law. Attorney Michetti stated the Borough Code must conform with the State Code. No municipality can restrict fireworks on Memorial Day or Labor Day. Barb Kriner asked if kids need a permit to sell hot chocolate. Kerry stated, No; however, permits are needed to solicit door-to-door jobs. For example, snow plowing or mowing grass. Barb Kriner motioned to accept the Police report, Brian Whitenight seconded. All in favor. Mayor’s Report: No report was submitted. Solicitor Michetti Report: Attorney Michetti recorded the Easement for the ‘Welcome to Riverside’ sign placement on the Knouse property. Sealed Proposals for the Paving and Seal project in the Borough were opened by Attorney Michetti. The bids were awarded, pending review and approval by Street Superintendent, Dan Gable. Big Rock Paving, LLC was awarded the bid for paving in the amount of $126,771.50. The Seal bid was awarded to Russell Standard Corporation in the amount of $37,031.20. Barb Kriner made a motion to accept the Solicitors Report, with Brian Whitenight seconding. All in Favor. New Business: April mentioned that Council should try to find the Secretary, Lisa help with some year-end reports. Barb Kriner stated that perhaps, Shannon Berkey could help with going through old files and helping Lisa, perhaps paying her $30.00 per hour. April Shuman suggested that Council members go through the old files versus paying someone. Barb, April and Brian all said they would help with going through old files. Barb mad a motion to get training help for Lisa not to exceed 10 hours per week. Beth seconded the motion. All in Favor. Barb stated that Mahoning Township would like to meet regarding the light replacements on the bridge. The lights are rusting out and are over 20 years old. The bridge light replacements were tabled until the next meeting. The Resolution for PPL was adopted. All in Favor. Motion to Approve: Replacement of the “No Left Turn Sign” was tabled until further notice. Barb Kriner made a motion to accept the estimates, with Brian Whitenight seconding the motion. All in favor. Action Items: A resident sent pictures of ruts on the corner of the property by delivery trucks, trash trucks, etc. The owner asked if something could be done. Attorney Michetti stated, ‘unless there is a sign in the area or an ordinance on weight limit, there is nothing that can be done.’ The roadway by this property is owned by the Borough. The Solicitor stated perhaps the property owner could move the dumpster to a different location. Barb Kriner made a motion to hire Mid-Penn Engineering Firm for the new building project. Beth seconded the motion. All in Favor. Executive Session: At 9:12pm, Barb Kriner made a motion to move into Executive session. Beth seconded. All in Favor.
